The Atkins Business Development and Sales Group is seeking a highly motivated, detail oriented, self-starter to join our Dallas, TX office (Preferred location) as a Capture Manager National Pursuits. This position could also sit in the following locations: Texas, Georgia, Florida, or Denver, but other locations also considered.


Manages pursuit capture activities for strategic pursuits in support of Business Units (BU) and in coordination with Marketing and Communications proposal staff. Facilitates and/or directs project capture plan sessions, Gold Sheet workshops, win theme/discriminator sessions, and presentation development and coaching activities. Support BU Business Development (BD), Regional BD, BU managers, and Technical Professional Organization (TPO) leads and technical staff in positioning with major clients. Key participant in proposal reviews (e.g., pink, red, gold teams).

  • Develop strategic Capture Plans for pursuits.
  • Lead Capture teams in a collaborative process.
  • Drive and monitor activities to position strategically in advance of RFP.
  • Develop understanding of client organizations and competition, with assistance of Business Development, and convert to winning strategies.
  • Develop client contact plan within pursuit framework and meet with client and/or bring in appropriate personnel.
  • Coordinate with company leadership, business development, and technical staff.
  • Ensure that strategy is infused into the proposal and provide proposal oversight.
  • Responsible for directing and coordinating with national pursuit team activities across the firm, coordinating directly with geographically diverse teams of business unit, sales, technical (TPO) staff, and marketing managers and staff.
  • May have one or more assigned areas of focus/responsibility. 
  • This role requires an understanding of national pursuit strategies and techniques and corporate vision and strategies, and familiarity with all marketing systems.

  • Bachelor's degree in English, business administration, marketing or a related major, or a field related to the infrastructure industry, or an equivalent combination of education, skills, and experience related to the infrastructure industry. Minimum fifteen years of relevant experience, with at least ten of these managing people and pursuits and a proven track record in pursuit/capture management and/or sales valued at $10 million.
  • Experienced Capture Manager with 10+ years of combined experience in Capture Management, Business Development, or Proposal Management who can drive strategies and pursuit activities to convert leads into wins.
  • Prefer some Business Development or Client Management experience.
  • Although this position is not primarily a sales position, it will require ability to interact with clients effectively.
  • Ability to lead teams and drive strategic Capture Planning is critical.
  • Experience in the A/E industry is required, with experience in federal, municipal, transportation, and/or transit markets a plus.
  • Familiarity with the Shipley and Miller Heiman systems is preferred but not required.
  • Some engineering operations background and ability to model revenue scenarios a plus but not required.
  • Job requires strong organizational and supervisory skills, together with a high level of interpersonal and communication skills. Outgoing, self-starter with innate sales orientation, optimism and drive.
  • Ability to facilitate teams and experience in presentation coaching.
  • This position may involve pursuits anywhere in the U.S., and travel will be required approximately 20% of the time.
  • This position is not a Proposal Manager position, although driving strategy through the proposal process, writing key sections such as an Executive Summary, and review is required. 
  • Pursuit experience with TxDOT, GA DOT, and/or FL DOT a plus. 
  • This position may involve pursuits anywhere in the U.S., and travel may be required approximately 20% of the time.
