Objectives

Accountable to the Telecoms Construction & Test Practice Manager for the management of telecoms testing activities on a portfolio of allocated projects to achieve satisfactory control, monitoring, implementation and commissioning.
Surveillance of activities allocated to reporting Telecom Test Engineers on projects.
Responsible for ensuring that telecoms test works are undertaken and completed in a safe and timely manner and to the high level of quality required to both approved design and standards.
Establish and maintain effective working relationships with Telecom Construction team, other disciplines, contractors, the client and wider project team.

Principal Activities

• Assist Bid Managers with bid compilation as requested.
• Manage the contractual Testing ‘Scope of Works’ for each project from mobilisation through to commissioning and handback; including the production of test strategies, documentation, processes and resourcing of competent staff.
• Comply with contract conditions, Atkins Technical Instructions and SMS, including all relevant standards.
• Implement processes to undertake project testing works, resource allocations and testing regime. Identification of any programme variations and contract change (or early warnings).
• Co-operate with quality, safety and environmental objectives and contribute, where appropriate, to Atkins Transportation commitment for continual improvement.
• Ensure telecom testing works are undertaken in full accordance with produced Test Strategies and Test Plans, Work Package Plans and Task Briefings. Where appropriate, agree changes to testing methodologies following appropriate review of risk assessments.
• Undertake the role of Telecom PICOT on allocated projects.

Main Tasks and Responsibilities

• Comply fully with the standards of Atkins Transportation for control and progress of projects including commercial, financial, technical, environmental, safety and quality.
• Establish and maintain links with interface groups to ensure project continuity and clear division of responsibility.
• Regularly liaise with Client’s workforce on site to maintain satisfactory relations and clearly define responsibilities.
• Ensure that telecoms testing activities are carried out in accordance with company and industry standards.
• Liaise with counterparts from other disciplines to ensure the co-ordinated delivery of telecoms testing works.
• Undertake control and surveillance of testing activities to ensure that safety and quality processes are maintained and to identify improvements.
• Implement a process that confirms the competence and availability of resources to be employed on the Project.
• Technical Production and Independent Review of Testing documentation including Test Strategies, Test Plans and Test Specifications.
• Review and approval of Work Package Plans and Task Briefs where required.
• Inspection and confirmation of telecoms installation work against design and testing standards. Production, review and referral of design issues where required.
• Represent the telecoms test discipline at testing and commissioning meetings, engineering and programme meetings with other disciplines, the client and relevant third parties.
• Manage contractors and sub-contractors on project work to ensure they meet required standards and do not compromise Atkins activities.
• Carry out technical and safety briefings to reporting staff.

Qualifications and Experience

• 15 years relevant telecom test experience of multi-disciplinary rail projects.
• Training and experience of project supervision or management. Experience of Telecom PICOT/TIC role on multidisciplinary projects.
• BEng or NVQ L4 in relevant Engineering discipline.
• Chartered Engineered desirable.
• Knowledge and experience of the rail industry and associated rules and standards.

Quality, Safety and Environment Information

Atkins Transportation provides a fully comprehensive legislation, quality, safety and environment standards information service via its electronic Intranet facility available to all staff. Safety libraries at each major office location provide a further information source. Where appropriate to the duties performed, individuals will be issued with a personalised Network Rail Rule Book by the Information Co-ordinator.

Personal Protective Equipment (PPE)

If you work "On or Near the Line” you are issued with high visibility clothing, safety footwear, hard hat, gloves and safety glasses.
Other task specific PPE will be issued to enable compliance with control measures detailed in risk assessment of the task(s) to be performed. It is your responsibility to wear or use PPE appropriate to the task being performed and to check that it is fit for purpose prior to each use.

Safety Critical Work

All safety critical work activities require compliance with the Atkins Transportation Business Management Procedure "Safety Critical Work”.
A "Safety Critical Work Identification Card” is required for any of the above track safety activities. These are issued by the Safety Training Manager upon notification of details in accordance with Business Management Procedures.

Quality, Safety and Environmental Responsibilities

• Manage and supervise work to enable Atkins Transportation to meet its legal and contractual safety responsibilities.
• Be aware of risk assessments documented in Work Package Plans, implement control measures and brief to staff.
• Comply with requirements of legislation, company standards and contract conditions depicted in project plans and Work Package Plans.
• Apply Safety and Environmental Management Systems as required by Atkins Transportation Business Management System.
• Check that staff receive induction training, hold current certification and are competent to undertake duties they are required to perform. Report items of non-conformance to the PICOT / Head of Construction and Test.
• Control access to work sites under your jurisdiction.
• Operate safe systems of work for processes under your control. Utilise Work Package Plans and apply control measures.
• Ensure that all test results are analysed and checked as operationally fit for purpose, conforming to the test process highlighted in testing documentation.
• Ensure that integrity of the defined test process is maintained through the whole test cycle as specified in test documentation, approved design and compliance to standards.
• Report health, safety and environmental incidents and accidents through Atkins Transportation accident/incident reporting process. Assist with investigations as required.
• Comply with Atkins Transportation Drug and Alcohol Policy and monitor performance, especially for safety critical work.
• Adhere to the Atkins Transportation Working Time Arrangements by reporting excess hours worked by staff you supervise.
• Attend safety meetings and briefings. Disseminate information to staff under your control in a timely manner and pass feedback to your manager.
• Check that PPE and safety equipment issued to staff is fit for purpose. Record issues and monitor use, storage and inspection.
• Utilise arrangements for dealing with fire evacuation, other emergency situations and first aid arrangements. Check co-operation and implementation by staff and contractors.
• Check staff competence for tasks they are required to perform. Monitor competence using management checks and formal assessment. Ensure that annual assessments of ATWs are completed.
• Maintain register of all telecoms Test tools and equipment. Check plant and equipment is fit for purpose prior to issue. Check evidence of maintenance, calibration, examination and operator competence.
• Co-operate with audits and conduct safety inspections to monitor performance of contractors and sub-contractors.
