SNC-Lavalin’s Atkins business seeks an energetic and highly motivated self-starter to join our Raleigh, NC Tolls Group as an Construction Manager - Roadway Maintenance & Operations Focus.


MAJOR FUNCTION/ROLE

Under direction, provides direction in all conventional and unconventional aspects of construction engineering to manage project construction observation and documentation activities, monitoring contractors' substantial compliance with contract, plans, specifications and special provisions and determining project quality, cost, and adherence to established completion schedule. Responsible for the roadway operations of the Monroe Expressway and will be involved in other toll facilities in the Charlotte area; overseeing and managing ITS Operations and Traffic Management Center staffing contracts as well as roadway maintenance vendors. Coordinates and collaborates with Division 10 for the Monroe Expressway incident management program and motorist assistance patrols. Responsible for developing and maintaining relationships with local and state government personnel and agencies that support the operation of the Monroe Expressway. May assist with preconstruction activities and contract administrators. NOTE: Incumbents do not supervise any contractor's activities and are not responsible for job site safety


JOB DUTIES
  • Manage multiple contractor and personnel with guidance from contracts, policies, procedures, and protocols.
  • Must communicate moderately complex programmatic information internal and external to the organization.
  • Apply considerable knowledge of the application of technology and the impact of work with other systems.
  • Plans and organizes the observation and documentation of construction projects.
  • Schedules and coordinates observation of ongoing work and testing and sampling of materials.
  • Assigns, leads and supervises internal staff engaged in observation and testing and in related record keeping.
  • Monitors contractors' progress against schedule and prepares progress reports.
  • Reviews payment requests and determines amount owing to contractor(s) based on on-site observations and contract stipulations.
  • Oversees compilation of final estimate documents.
  • Performs such other duties as the supervisor may from time to time deem necessary.
  • Performs non-manual field work that involves a combination of conventional and complex features, requiring the application of sound and diversified professional knowledge in board areas of assignments, usually including the coordination of various projects.


EDUCATION AND EXPERIENCE
  • Bachelor's degree in construction management, civil engineering, or related field and seven years related experience including personnel supervision. 
  • Engineering design experience desirable. 
  • With Associate's degree, fifteen years of related experience. 
  • Without a degree, seventeen years related experience is required.


SPECIAL SKILLS
  • Experience in toll system roadside infrastructure construction is a plus.
  • Leadership and managerial skills; analytical and organization skills; ability to supervise field representatives and field office personnel.
  • Strong technical writing and communication skills essential, including ability to present concepts verbally.
  • Position requires strong analytical ability and organizational skills.
  • Must have ability to plan and prioritize tasks, and review contract documents, project plans and progress reports.
  • Must have ability to deal effectively and harmoniously with people at all levels of the organization and to represent the firm professionally. 
  • Good interpersonal skills are essential to interact effectively.
  • Completion of relevant Toll Training and Project Management Programs within the first 24 months of employment is highly desirable.
  • Strong personal computer skills and proficiency in the use of Microsoft Office products, including Word, PowerPoint, Excel, and Access is required. SQL skills are desirable.
  • Must have ability to process paper and electronic documents and utilize computer. Ability to communicate clearly both orally and in writing.
  • Must be able to work outdoors in varying temperatures and weather conditions, subject to insects, flooded terrain and equipment/traffic hazards.
  • Must have ability to walk long distances, climb ladders, stoop, squat and crawl down into ditches.
  • Must have ability to observe construction activities and distinguish colors; and
  • Must have ability to perceive back-up alarms and other warnings.
  • If position requires driving company vehicle, incumbent must have valid driver's license and a driving record that meets company policy.


PROFESSIONAL REGISTRATIONS
  • Certification may be required in areas applicable to work assignments and as required by clients.
  • PE Registration/License is desired.
  • PMP certification is desirable.


ADDITIONAL REQUIREMENTS
  • Experience in construction, maintenance and/or operations of NCDOT or toll facilities.
  • Experience in project development (preconstruction).
