Atkins seeks an energetic and highly motivated self-starter to join our Orlando, FL Tolls Group as a Contracts Manager – Tolling Customer Service Center.

 
 
MAJOR FUNCTION/ROLE
 
  • Responsible for all dimensions of contract administration, including negotiation, correspondence, documentation, certification, financial reporting and product delivery for major contracts.
  • As necessary, assists project/program managers with State law and regulation interpretation and interfaces with clients' contracting officer or specialist on contractual issues.
  • Supports Client’s program goals, objectives and requirements related to the Centralized Customer Service System (CCSS).
  • Provides general program and project contract administration, coordination, and tracking.
  • Develops and recommends best practices for contract administration.
  • Responsible for the direction and supervision of contractual discipline staff.
  • Responsible for administration of contracts between the client (FTE) and the contractor(s) responsible for the management of the Florida’s Turnpike Enterprise SunPass™ Toll Customer Service Center, known as the Centralized Customer Service System (CCSS). Such administration includes the base contract and supplemental agreements, change orders, etc., and resolving issues related to such contracts.
  • Supports inquiries into CSC contracts and status and make recommendations for improvements related to compliance and/or enforcement.
  • Provides support to the Deputy Director of Toll Systems Facilities and Equipment, Director of Tolls and Executive Director.
 
 
JOB DUTIES
 
  • Assists with negotiating contract terms from proposal stage to project close-out in accordance with relevant regulations.
  • Coordinates approval of negotiations, contracts, and subcontracts with appropriate management staff.
  • Provides advice on and interpretation of contract requirements.
  • Reviews solicitation requests to ensure compliance with terms and conditions.
  • Assists in preparation and reviews cost proposals including pricing and scheduling details, coordination of requirements and cost proposal risk assessment.
  • Prepares consulting agreements.
  • Modifies contract schedules and participates in vendor reseller agreement negotiations when required.
  • Ensures timely processing of technical reports and deliverables.
  • Coordinates with program managers to ensure contract requirements are fulfilled.
  • Assists in the development of internal contract administration policy.
  • Provides guidance and work leadership to less-experienced contracts administrators; may have formal supervisory responsibilities.
  • Maintains current knowledge of relevant contractual procedures and practices.
  • Participates in special projects.
  • Performs such other duties as the supervisor may from time to time deem necessary.
  • Supports the development, implementation, and management of contracts and agreements related to toll and CSC systems and operations.
  • Interprets the CCSS contract terms, including resolution of contract issues and assisting in enforcement of contract terms.
  • Develops contract amendments and supplements, and new work orders to be executed by the CCSS contractor.
  • Directs consultant staff with respect to contractual analysis/inquiries and compliance reviews.
  • Coordinates closely with the CCSS Program Manager, Sr. FDOT managers and other FDOT staff or consultants.
  • Replies to ad hoc request for information on contractual aspects of the CSC System.
  • May make recommendations to Florida’s Turnpike and the CSC vendor to improve contractual compliance and operational performance.
  • Quality assurance - Monitors and enforces compliance with established quality control standards, ensuring that appropriate quality assurance activities are being performed throughout the project.
 
 


EDUCATION AND EXPERIENCE
 
  • Bachelor’s degree in Business Administration or related field, plus a minimum of eight years relevant experience, five of which must be related to FAR procurement or contracts administration OR Master's degree in Business Administration or related field, plus a minimum of six years relevant experience, five of which must be related to FAR or State procurement or contracts administration.
  • Must demonstrate knowledge and working familiarity with the FAR or State law and regulation. Experience with multiple contract types, performance-based contracting and GSA is required.
 
 
SPECIAL SKILLS
 
  • Knowledge of FDOT policies, procedures, and standards is desirable.
  • Excellent analytical, organizational, problem-solving, and decision-making skills;
  • Ability to perform mathematical calculations, to understand contract plans and specifications, organize information, and effectively utilize PC and applicable software.
  • Ability to develop and review policies, methods, practices and procedures.
  • Strong, effective technical writing, oral and listening communication skills in English; good public speaking ability to large groups of people.
  • Proven collaborative leadership with effective negotiation, interpersonal and partnering skills;
  • Ability to lead and manage a limited staff.
 
 
PROFESSIONAL REGISTRATIONS
 
  • None.
 
 
ADDITIONAL REQUIREMENTS
 
  • Experience with multiple contract types, performance-based contracting and GSA is required.
  • Experience with customer service contracts or toll systems a plus.
  • Experience with FDOT contracts a plus.
  • General Engineering Consultant (GEC) experience is a plus.
