The Municipal Division Manager (DM) in our Dallas office is an ideal opportunity for an outgoing individual to be responsible for a growing profit centre. The DM will oversee business development and delivery of our project portfolio for municipal clients across the region. The region includes North Texas (Dallas metro area) and 10 other states (OK, AR, KS, MO, IL, NE, IA, ND, SD, and MN) in the central United States.  This role spans multiple industries including rail & transit, transportation, water resources, water infrastructure, architecture, construction management, emergency management, etc.)  Day to day responsibilities will include client engagement, sales, financial and operational project delivery oversight, and staff leadership.

How will you contribute to the team?

  • Client Engagement:  Serve as the primary client interface for AtkinsRéalis in market development, relationship building and strategic partnership development with local and national firms, and project delivery, including the development and expansion of strategic clients in Dallas/Ft Worth region, specifically City of Dallas, Ft Worth, Dallas County, Kaufman County, Collin County, DART, NCTCOG, among others.
  • Sales: Actively identify and pursue new project opportunities by maintaining contacts with current and prospective clients. Lead the development of annual tactical action plan for the Division with inputs from the AtkinsRéalis Market Leads and project managers of active projects.  Act as Capture Manager and support other Capture Managers in developing the strategic plan for specific opportunities with support from AtkinsRéalis’ National Business Development and Sales leadership team. Oversee the capture process including proposal preparation and review for opportunities in the Division. Participate in the evaluation of new project opportunities and recommend go/no-go action. Maintain visibility and professional currency by participating in civic and professional organizations and encourage staff to do the same.
  • Operations: Manage a portfolio of municipal projects in a rapidly expanding focus region for AtkinsRéalis. Responsible for financial performance of projects in the region. Assist project managers in developing project work plans.  Participate in reviews of scopes, schedules, budgets, project milestone dates and work products. Monitor and enforce compliance with established quality control standards, ensuring that appropriate quality assurance activities are being performed. Assist managers with staffing needs and overcoming obstacles to optimize project performance and client satisfaction.  Develop annual budget and quarterly forecasts for the region.
  • Staff Leadership: Assist project managers and resource managers in identifying staffing needs based on future workload and labour projections. Review recommendations to recruit, hire, or transfer staff.  Manage recommendations for salary offers for new hire candidates as well as salary and position adjustment actions for staff. Conduct semi-annual performance reviews and annual career planning sessions with direct reports. Mentor staff across the company.  Provide staff with ongoing performance feedback and counsel to promote improved performance and career development. Help staff identify and pursue technical and professional development activities consistent with their career development goals and business objectives/needs.

What will you contribute?

  • Bachelor’s Degree Civil Engineering.
  • Post graduate degree preferred. This level may be achieved by technical professionals or technical managers with 15 years of experience since B.S., with at least three of these years in positions with project management or operational management responsibilities.
  • A focus in transportation with municipal roadway design experience preferred.
  • Well-established relationships with municipal clients in the DFW metro area.
  • Proven track record in business development and operational oversight.
  • Excellent technical and interpersonal skills.
  • Proven ability to manage individuals and teams, provide leadership, and manage project production.
  • Highly skilled at promoting the firm and negotiating advantageous contracts.
  • Must have business vision, excellent communication skills, and be able to represent the firm effectively to clients, key public officials, and the community in general.
  • Professional Engineer (PE) license in the State of Texas.
