Atkins seeks an energetic and highly motivated self-starter to join our Intermodal Group as an Engineer of Record. Candidate will sit in the Riverdale office.


Under general direction, provides technical expertise within area of specialization for diverse engineering activities throughout the assigned area of responsibility and/or company-wide. May function as lead designer or technical consultant. Upholds engineering ethics and standards of conduct.


-  Defines scope of project, with full responsibility for interpreting, organizing and executing project assignments.

-  Selects problems for investigation, developing novel approaches and solutions to technical problems.

-  Conducts quality control checks, reviewing calculations, designs, evaluations and specifications developed by design staff for accuracy and completeness, performing on-site inspections and reviews, and conducting or overseeing remedial design work.

-  Keeps abreast of state-of-the-art methods and developments in area of specialization.

-  Recommends changes or improvements to plans and programs.

-  May function as the project manager for routine to semi-complex projects. Responsibilities may include marketing, negotiating contracts, budgeting, financial management, schedule coordination and resources allocation.

-  Performs such other duties as the supervisor may from time to time deem necessary.

Candidates – need to be competent to act as Atkins PM during DSDC phase and maybe meet the PLTC requirement of being a registered PE (we will challenge this new requirement).

The role requirements:


  • Act as the single point of contact with the PLTC (Engineering Manager).


  • Act as the prime coordinator for Atkins DSDC activities with;


  • The core technical team (based with PLTC in their project office in Kenilworth Avenue) comprising Atkins and sub-consultant staff


  • The remote located technical resources from both Atkins and sub-consultants


  • The remote located Engineer of Record (EoR)


  • Document Control


  • QA


  • Support services (invoicing, labour reporting etc)



  • Organize, manage and track the distribution of DSDC documentation to the core and remote located teams and ensure that the required responses are returned to PLTC within the contractual timescales.


  • Prepare and issue progress reports on Atkins DSDC activities to PLTC and internally within Atkins on a monthly basis.


  • Submit change notices to PLTC where work is required that is outside of our scope of work.


  • Forecast resourcing requirements to ensure optimum resource availability and control fee spend within the available budget during the DSDC phase.


  • Attend internal and external progress and management meetings.



B.S. or M.S. in Engineering. M.S. or graduate level technical coursework preferred. This level may be achieved by Engineers with ten years experience since B.S. or nine years since M.S.


Leads a multidisciplinary team to support the construction phase of a light rail project.  Responsibilities include tracking and responding to RFIs, shop drawing/submittal reviews and managing field design changes.   Minimum desired experience includes at least 10 years of experience on a transit, rail or highway project with a construction value of $100M or more, and design experience in a Construction Phase role.   




Strong technical writing and communications skills are expected at this level, proven through technical presentations, technical papers and/or participation in technical committees.




P.E. license is required in Maryland.
