Atkins seeks an energetic and highly motivated self-starter to join our Public and Private Business Unit as Emergency Management (EM) Market Leader.

The position may be based in one of our hub offices: Houston, Dallas, Austin, Denver, Atlanta, Tampa, or Orlando-we are open to other locations as well. The candidate must be willing to travel and deploy for extended periods of time.

The EM Market Leader will provide leadership and coordination across the organization to grow business within the EM market. The EM Market Leader will facilitate collaboration among business leaders, business development strategists, project directors, and technical staff leads.

Job Duties:

The EM Market Leader will be responsible for the following objectives with coordination across the organization:

Sales – develop sales and growth strategy based on market drivers and internal input; lead positioning, pursuit, and capture of key projects to build the EM pipeline

Marketing – develop and execute marketing strategy to promote EM service area and key staff with target clients in the market and across national professional associations

Project Delivery – execute project work; coordinate staffing for EM projects and deployments; provide oversight of project delivery, quality, profitability, and client satisfaction

Staffing – collaborate across organization to ensure market growth strategy is aligned with technical staffing strategy; recruit and mentor staff

Preferred Experience:

•Ten plus years of experience working with federal, state, and local clients in emergency management

•Subject matter expertise to the extent that the individual is regarded as a regional or national expert in one or more specific areas of emergency management

•Experience in all phases of emergency management to include preparedness, response, recovery, and mitigation including:

- Training and exercises

- Hazard identification and analysis

- Plan development (HMP, DRU, EOP, COOP, CEMP, DMP, etc.)

- Evacuation planning and modeling

- Damage assessments

- Debris monitoring

- Grant development and management

- Long-term recovery planning

- Public outreach and stakeholder engagement

• Programmatic expertise and experience to provide advisory level services to clients and staff in the following programs is preferred:

- FEMA Public Assistance

- FEMA Individual Assistance

- FEMA Hazard Mitigation

- FHWA Emergency Relief

- HUD Community Development Block Grant/CDBG-DR

• Experience mobilizing large numbers of staff within an expedited timeframe

• Demonstrated ability to secure new contracts with new clients and maintain and build work with existing clients

• Oversight of concurrent multi-million dollar projects to produce budgeted profits and overall results

• Excellent technical and interpersonal skills, public speaking and persuasive ability

• Strong financial management, team management, and leadership skills

• Proficiency in the use of standard Microsoft Office products

Education:

Bachelor's degree in field of practice required. Graduate degree preferred. Management coursework and/or MBA a plus. Prefer technical professionals or managers with twelve years of experience since B.S. or eleven years since M.S., with at least three of these years in the Senior Project Manager position with highly complex project management responsibility.

Professional Registrations:

Professional registration in field of practice is preferred, if available, e.g., Certified Emergency Manager (CEM) or P.E., C.F.M., A.I.C.P., R.A., or R.L.A.
