This
is an exciting opportunity to be part of the team that manages and improves one
of the busiest motorways in Europe - the M25.
Atkins is part of a consortium that comprises Connect Plus Services (CPS),
together with Balfour Beatty and Egis Road Operations UK.
CPS has a 30-year contract with Connect Plus on behalf of Highways England. The contract,
which started in September 2009, is to maintain and operate the M25 motorway
network, including all adjoining trunk and slip roads, a network of 440km
across six counties. CPS also has responsibility for the Dartford River
Crossing in Kent, comprising both Dartford Tunnels and the Queen Elizabeth II
Bridge.
With a staff of around 600 people, based at seven locations across the network,
CPS carries out routine maintenance and whole-life management of the thousands
of M25 assets. CPS manages the operation of the network 24 hours a day, 365
days a year, including a severe weather season maintenance programme. CPS is
identifying ways of reducing delays and improving journey time reliability
across its road network.
· Deliver the M25 DBFO Environmental Designated Fund (EDF) programme
· Identify opportunities for environmental improvement within the M25 DBFO
site extents through the Highways England Environmental Designated Fund plan
and criteria
· Identify partnership schemes with third parties in relation to
environmental improvement
·
Undertake desktop studies for EDF scheme identification and development
·
Prepare, develop and submit EDF Stage
1 documentation for each proposed scheme including, Scheme Register, Identification
Brief, Business Case, Appraisal Report, Environmental Assessment and Risk
Register.

Liaise with and report to CPS Performance Team Bid Manager regarding
submission of EDF documentation to Highways England for quality assurance and
programme management
·
Attend Value Management workshops, Technical Reviews and other EDF meetings
with Highways England
·
Prepare Feasibility Studies following approval of Stage 1 proposals and
instruction by Highways England, including site visits / inspections.

Manage and monitor the use of external consultant resources to deliver Highways
England instructed and funded EDF scheme feasibility study, design or implantation
stages, as necessary
·
Liaise with Statutory Environmental Bodies, Local Authorities and other
interested parties regarding the EDF schemes, as necessary
·
Support management of scheme finances
and programming with the Project Manager
·
Assist with cost estimation and review of sub-contractor quotations for
EDF schemes
·
Monitor new environmental legislation, statutory guidance and policies that
may affect environmental improvement projects in the Highways context
Undertake other
Environment Team tasks as required, e.g. EIA for other highway improvement
schemes.
