Atkins seeks an energetic and highly motivated self-starter to join our Federal Group as a FEMA Project Scheduler. This position can sit in any of Atkins United States offices.

Major Function/Role:
Provide project scheduling support to Project Managers to help meet contract schedules and budgets and optimize the use of technical resources in our organization. Additionally, the selected candidate is expected to lead the Due Process Functional Area supporting FEMA flood studies.

Job Duties:
Project Scheduler:
Develop and maintain FEMA production project master schedule based on the specific project schedules. Support the development Risk MAP initial projects schedules and resource requirements. Support the Technical Professional Organization (TPO) with resource planning and allocations. Work with PMs on project scheduling to optimize their projects schedules within the FEMA PTS and CTP master schedule. Monitor and track project schedule performance. Support technical and business proposals.

• Supervises & prepares production schedules for FEMA Risk MAP projects including Regional Task Order work, Regional Post Prelim Production, Rapid Response and other projects as required
• Reviews and comments on schedules prepared by others.
• Evaluates project scope change orders and schedules within the PTS and CTP programs.
• Develops resource loading and provides Technical Practice Organization (TPO) assistance.
• Supervises production of project schedules for the PTS RTO, RSO, and Rapid Response work
• Support the creation of schedule and needed resources for Risk MAP proposals
• Develops, prepares and recommends guidelines on estimating/scheduling for Atkins PTS.

Due Process Area Lead:
The functional lead will be the main driver of technical excellence by constantly developing the skills of Atkins’ staff for Due Process tasks in FEMA projects. The functional lead will be a resource for PMs and staff in terms of technical expertise, process documentation and training, staff development and communications. Specifically, the Due Process functional lead will:

• Manage content of QRs 4-8 and revalidation documents
• Coordinate as needed with mapping leads to update documentation and training materials for functional area- Work with PMs to answer questions regarding due process steps in their projects
• Update documentation and training materials for functional area
• Coordinate with training lead to identify training needs, develop and deliver training to staff.
• Work with other area functional leads (document control, prelim, GIS) to ensure processes and products are consistent through the mapping lifecycle
• Provide one on one training or oversee direct training with current PPP staff and new hires
• Update identified staff of changing processes and/or templates



Education and Experience:
Bachelor's degree in field(s) of practice. Graduate degree desirable. Management coursework and/or MBA a plus. This level may be achieved with 8 years experience in project production and technical professional activities, two of these working as a Sr. Technical Professional.

Special Skills:
Strong interpersonal skills; good public speaking ability; strong project financial management skills; knowledge of production support systems and personal computer proficiency.

Professional Registrations:
Professional Registration in field of practice preferred if available.

Additional Requirements:
Ten years relevant experience in project controls and FEMA NFIP Processes.
Good conceptual design skills and the ability to communicate ideas to management, PMs and Task manager.

Very high level of analytical ability is required.
Knowledge of project management tools for scheduling and resource loading such as MS Project and/or Primavera.
