The Atkins Dept Of Homeland Security FEMA group is seeking a highly motivated, detail oriented, self-starter to join our Winchester, VA office as a FEMA Technical Assistance Contract Program Manager.


MAJOR FUNCTION/ROLE


In consultation with Atkins Federal Business Unit leadership staff, this program manager provides professional and project management expertise in the direction of highly unconventional projects requiring multiple technical units
and/or subcontractors, heavy regulatory agency involvement or extremely complex technical requirements. Functions as mentor to task order managers and technical professionals to assist in their training and development. Also performs the basic project functions of production coordination, planning, organizing, directing, controlling, financial management and marketing. Represent both Atkins and the Joint Venture Team in providing rapid response to FEMA during disaster events. Work with and manage Atkins and JV resources nationwide and on short notice.


JOB DUTIES

Work involves management and coordination of a large FEMA Technical Assistance Task Order Contract. As Program Manager the successful candidate will be responsible for the day-to-day management of the contract in support of the Joint Venture Team and for Atkins financial contributions. Will be required to work seamlessly with JV Team partners to manage JV and Atkins significant billings, heavy regulatory agency involvement and unique management requirements and/or client needs.


EDUCATION and EXPERIENCE

Bachelor's degree in field(s) of practice. Graduate degree preferred. Management coursework and/or MBA a plus.This level may be achieved with ten years of experience in project production and technical professional activities,
four of these working as a project manager.

SPECIAL SKILLS

Proven interpersonal skills, public speaking and persuasive ability; strong project financial management and team management skills; knowledge of production support systems and personal computer proficiency. Past experience with management of large, preferably FEMA, post-disaster technical assistance contracts. Former experience with joint venture program management a plus.


PROFESSIONAL REGISTRATIONS

Professional Engineer (PE) Registration in civil, structural, or environmental engineering or as a Certified Emergency Manager (CEM)is most desired, but candidates with extensive post-disaster or emergency management experience will also be considered. . Certification as a “Project Management Professional” (PMP) or “Certified Construction Manager” (CCM) required within one year of assuming this position.


ADDITIONAL REQUIREMENTS

Must be willing to work and manage program from Winchester, VA, program office.
