Atkins seeks an energetic, highly motivated, detail-oriented, self-starter to join our team in Lake City embedded in the FDOT office as a GIS Analyst. Under supervision, applies technical professional proficiency to GIS studies and the coordination of related activities.


Job Details:

Analyze, design, maintain and operate the GIS infrastructure and databases at a client office in Lake City, Florida. Responsible for the development, maintenance and update of GIS software and its tools using scripting to automate client GIS processes, including generating business requirements, system analysis, data analysis, software programming, testing, debugging, implementing, and training, to display events, projects and assets and their statuses in a GIS map environment. Develop, maintain and enforce quality control and quality assurance methods and procedures to ensure that GIS data is current and meets expected quality and reliability.

Serve as direct GIS support to the client’s Geographic Information System (GIS) Coordinator. Perform highly advanced engineering work and technical assignments associated with developing and maintaining the client's GIS.

Consult, advice, and collaborate with the Florida statewide and local agencies to analyze and evaluate GIS needs concerning the analysis, design and requirements of programs, scripts and databases to support statewide GIS initiatives. Participate in, and coordinate GIS Users' Group meetings and serve as the client's representative on statewide GIS teams as needed.

Develops, implements, and maintains general and detailed GIS applications and enterprise feature classes (layers) for the client using GIS technologies and practices, including maintenance of the client’s enterprise (SDE) database. Direct and coordinate the analysis and design of various sections/offices geodatabases.

Direct and train client staff on the use of Enterprise GIS. Research available new technologies, develop new processes and train employees on the new technology. 

Coordinate client GIS Users' Group meetings.

Creates and publishes technical reports, including but not limited to, specialty maps, custom map requests, and general information maps.


Qualifications:

Required:

Working knowledge of GIS processes and techniques; experience using Esri ArcGIS 10.x, ArcGIS.

Extensions and familiarity with Esri Enterprise GIS.

Experience in GIS data development, maintenance, analysis, cartographic processes, database management.

Experience coordinating, implementing and maintaining relational geographic database.

Data mining and data management skills.

Experience in assessing geospatial and ancillary data quality, and in developing/implementing QA/QC procedures.

Communication, Written, Oral, and Cartographic - The ability to convey GIS/spatial information to non-GIS/technical people.

Desired:

Familiarity programming languages (including Python, JavaScript, SQL).

Familiarity and management of Enterprise GIS installation, and ArcGIS Server implementation in an ArcGIS Online Environment.

GIS Management experience.


Education:

B.S. or B.A. or M.S. in Geography, Computer Science or GIS related Environmental Discipline commensurate with hiring discipline. This level may be achieved by GIS practitioners with 2 years of experience since Bachelor's degree or 1 year since Master's. Typical incumbent has 4 -5 years' experience. Technical writing and communication skills desired.
