Right now we are looking to recruit Town Planning Managers to join our Infrastructure business – based in Birmingham and providing a full range of town planning services to the Atkins business. Atkins are heavily involved in the HS2 project and these Town Planning Manager opportunities will likely involve initial secondment to the HS2 project.
Atkins’ (with CH2M and Sener) is the Engineering Delivery Partner for HS2 Ltd.  Part of our role involves supporting HS2 Ltd with the design and delivery of Phase 1 of this exciting new high speed railway.
We are seeking Town Planning Managers to manage town planning activities, leading on the negotiation and submission of planning consent applications, and providing advice on a range of legislative, development and planning policy related issues associated with the construction and operation of this new high speed railway.

Key responsibilities
  • Engage with local planning authorities on town planning matters associated with planning consent submissions, and hybrid Bill related processes.
  • Assist in the programming, preparation, review and submission of Schedule 17 requests for approval working with engineering and environment teams, consultants and contractors as required.
  • Engage with relevant planning authorities on any early works packages (prior to the hybrid Bill being enacted) or works outside of Bill limits, including advising on DCO/TWAO/TCPA processes and programme and risk implications associated with these.
  • Develop the planning consents register for enabling and main works contract award and prepare context reports which describe the works, planning submissions and programme in each planning authority area.   
  • Support the with emerging business needs, for example assisting in design panel reviews, local technical engagement panels , local public engagement activities, and assisting in production of technical or specialist reports.



Knowledge, skills, experience
  • Town planning degree or equivalent, with membership of the RTPI, or other related professional membership.
  • Significant town planning experience ideally gained through infrastructure planning, dealing with major applications or appeals under the Planning Acts, Transport and Works Act Orders, hybrid Bill, IPC or DCO in the public and/or private sector. 
  • Proven experience of working and building successful relationships with multidisciplinary teams, and internal and external stakeholders. 
  • Proven knowledge of UK planning processes, and evolving planning policy environment.
  • Proven knowledge of project or programme management processes and / or successfully managing a varied caseload of applications or projects.
  • Experience of managing others to deliver accurate and timely planning related documents.

  • Excellent time management and report writing skills.
  • Strong written and verbal communication skills and the aptitude to rationally explain, explore and discuss town planning issues. 
  • Ability to work under pressure, manage multiple high priority assignments and deliver to tight deadlines.
  • Self-motivated, enthusiastic, determined and resilient.
  • Flexibility to be able to apply knowledge and experience to a variety of planning related tasks.



Additional information



The post holder will be employed by Atkins Ltd and will initially be seconded into the HS2 Ltd offices in Central Birmingham.
