HSE Programme Manager

Our F+G Programme Delivery includes many of our core services and construction experts. The HSE Programme Manager will report directly the Programme Director. The HSE PM shall be responsible for developing and reviewing, maintaining, and improving upon programme management Health and Safety procedures, plans and standards.

 

Responsibilities

  • Develop a Programme Level Health and Safety Management Sub Plan in line with Integrated Management Plan, as well as defining requirements for project-specific plans, to enable the standardisation of health and safety practices and results across the programme.
  • Promote positive Safety Culture in line with F+G Safety Standards and Policy and “Safe and Secure” by choice programme
  • Define Health and Safety Minimum Requirements for Programme and Project level
  • Develop plans for the communication of requirements to each project in the programme and for assessment of performance against these requirements.
  • Implement a programme to monitor and evaluate health and safety practices and performance, set a schedule for review and improvement of practices, and work with the Employer to determine an appropriate schedule to report on programme-wide performance.
  • Define Approvals and Permit Processes and Responsibilities
  • Set emergency escalation and communication protocol; a criteria for investigating and reporting accident, incident, near misses
  • Set HSE KPIS and Objectives at Programme level to be implemented at Project level and reporting process to accompany this.
  • Advise employer on HSE Performance of project parties.
  • Involvement in Selection of key personnel and HSE team.
  • Involvement in Prequalification, Selection and Appointment of Project Management, Supervision Consultant/ Main Contractor.
  • Focus on Project Managers as the interface between projects plots and the Consultant at site-wide level, for monitoring and reporting on the creation and implementation of project-specific Health & Safety Plans.
  • Monitor the coordination between Project Managers and contractors from a Health and Safety perspective and make appropriate interventions, if needed, to promote effective coordination and prioritization.
  • Advise, guide and support managers in the implementation of Health & Safety practices both on site and within the office environment
  • Attend and contribute at HSE meetings
  • Prepare and maintain relevant HSE Programme level reports and documentation
  • Monitor policies and procedures and report any areas where improvement is required
  • Review HSE violations and monitor trends, and provide advise to close HSE violations
  • Carry out analysis on lessons learned

Requirements

  • The successful HSE Manager will hold a HSE Bachelor Degree or equivalent
  • Be a member of a professional association
  • Have a minimum of 5 years’ experience working in the Middle East, preferably Saudi Arabia
  • Must be able to demonstrate understanding of behavioural Health and Safety and evidence influencer of positive health and safety culture
  • Demonstrable track record of working on large scale Mixed Use projects
  • Possess an in-depth knowledge of HSE industry strandards, policies and procedures
  • Understanding of KSA HSE legislation, codes of practice etc
  • Effective in building good working relationships with Clients, Contractors and Project and Programme Team members
  • Possess technical knowledge and skills to promote a positive health, safety and environment culture in a challenging environment
