Key Tasks

  • Carry out monitoring and surveillance of Construction Contractor's activities in respect of his IT discipline to determine compliance with the applicable specifications, standards, codes of practice and the approved construction drawings.
  • Review the Construction Contractor's site generated data in respect to IT Systems.
  • Monitor the Construction Contractor's site work methods involving IT Systems.
  • Monitor and review Construction Contractor's proposals and activities in respect of the programming and resourcing of IT Systems.
  • Ensure all materials used and work performed are as per project construction specifications and oversee the selection and requisition of materials and equipment by review/comment/approval or rejection of Contractor’s material submittals.
  • Monitor and certify, in liaison with other site Engineers as necessary, the commissioning, testing and handover of completed works together with O&M Manuals, within the IT Systems discipline.
  • Monitor and review construction drawings, calculations and shop drawings in respect to IT Systems and review their incorporation into as-built records.
  • Within his area of responsibility, ensure that the Project and Quality Plan and related Project Documents are prepared, implemented and updated through the respective phases of the project.
  • Ensure that all Risks and Opportunities associated with the activities under his control are identified, communicated to the PM, and that the necessary risk mitigation and opportunity realisation actions are identified and implemented.
  • In liaison with the PM, monitor on a regular basis site progress and actual against programmed start/finish dates for activities within IT Systems.
  • Prepare monitoring and surveillance reports and liaise with the PM in respect of the report’s findings.
  • Prepare, when directed by the PM, Technical Queries for submission to the Construction Contractor or FM Design Review Section as appropriate.
  • Liaise with the PM on the preparation of Observation Notes, Non-Conformance Reports and on the Construction Contractor's subsequent proposals.
  • Liaise with, and report to, the PM as necessary in respect of the above items.

Responsibilities

  • Sets the right example by acting in a safe manner and challenging unsafe behaviours and conditions.
  • Contributes to SHE discussions as agenda items at all team meetings.
  • Encourages team members to submit “spot it report it’ to identify and manage risk.
  • Delivers against a minimum of one SHE objective as part of formal PDR processes.
  • Has awareness of SHE status indicators and provides necessary support to ensure continual improvement in SHE performance.
  • Ensures that all SHE mandated training associated with role is undertaken and refreshed as necessary.
  • As required will support relevant process confirmations on significant SHE hazards in the workplace and ensure that safety tours & inspections findings, if any, are addressed.

Objective & Outline Accountabilities

The primary role of each site-based Senior IT Systems Architect is:

  • To monitor and report the Construction Contractor's performance and effectiveness in respect to IT Systems in accordance with the Site Implementation Project Manager (hereafter referred to as ‘PM’) instructions.
  • To ensure adequate surveillance of the Construction Contractor's activities and verify records in respect to IT Systems, as and when required.
  • To ensure that all FM activities under his control are undertaken in accordance with the applicable specifications, standards, codes of practice and quality system procedures.

Requirements


Business Expertise (company/industry knowledge):

  • Significant political and cultural awareness in areas relating to KSA business.
  • Expert networking and communication skills used at a senior level with governments, customers, suppliers, partners and sub-contractors
  • Registered within IT organisation or HND qualified with significant Information Technology Systems/Infrastructure/Communications experience. (minimum 8 years)
  • Understanding of Construction, design and quality standards.
  • Ability and proven experience to follow strict Best Practice Standard Operating Procedures (BPSOP) for auditing purposes.
  • Excellent knowledge of IT Structured Cabling standards, both fibre optic and copper.
  • Ability to apply technical knowledge and expertise efficiently to resolving problems without the need to rely on others.
  • Must have and be able to demonstrate sound oral and written two-way communication skills with the ability to be tactful, discreet and confident in dealing with people at all levels.
  • Communication is key to success of any project so constant feedback and reporting of progress and issues will be required. This will be to any member of the project team as required by the nature of the task.
  • Be able to work in close harmony in a mixed EE / SN workforce.
  • Understanding of the RSAF Operation and working practice preferred.

Functional Knowledge Required (qualifications/experience):

  • The role would typically require a degree in Information Technology or equivalent IT Industry certifications (e.g. Cisco CCNA as a minimum)
