The Atkins FEMA/STARR Group is seeking a highly motivated, detail oriented, self-starter to join our Calverton, MD office as a International Development Program Manager - Africa.


MAJOR FUNCTION/ROLE

  • Under direction, provides professional and project management expertise for international development projects requiring multiple technical units and/or subcontractors, heavy regulatory agency involvement or extremely complex technical requirements. Functions as mentor to technical professionals to assist in their training and development. Also performs the basic project functions of production coordination, planning, organizing, directing, controlling, financial management and marketing.

JOB DUTIES
  • Work involves management and coordination of the USAID Power Africa IDIQ involving significant billings, heavy regulatory agency involvement and unique management requirements of multiple international teams and/or client needs. The Project Manager provides input to the overall International Development program, especially focusing on development of new programs within USAID, World Bank, and the Millennium Challenge Corporation. Candidate plays an important role in contributing to strategy discussions and serves as an expert in International Development.


EDUCATION and EXPERIENCE
  • Bachelor's degree in field(s) of practice. Graduate degree desirable. Management coursework and/or MBA a plus. This level may be achieved with 8 years experience in project production and technical professional activities, two of these working as a Sr. Technical Professional.

SPECIAL SKILLS

  • USAID-specific training on activity/program design and management, and USAID-specific procedures, rules and regulations. Candidate should be able to handle sensitive issues diplomatically and use good judgment when speaking on behalf of Atkins. Has a good organizational and time management skills.
  • French fluency a plus

PROFESSIONAL REGISTRATIONS
  • Professional Registration in field of practice preferred if available.

ADDITIONAL REQUIREMENTS
  • Ability to travel internationally for periods up to 2 to 4 weeks preferred.
  • Proficiency in USAID regulations, FAR and ADS and procurement procedures and contract compliance.
  • Excellent interpersonal skills and client service provision.
  • Excellent written and verbal communication skills
  • Experience living or working in developing countries and language proficiency in Africa preferred.
  • Coursework or experience in Africa, International Development, USAID and energy preferred.
  • Experience managing teams of international staff in highly complex projects.
