Atkins is currently seeking a highly motivated self-starter to join our Oak Ridge Energy Team as an IT Manager.


Job Description:


The IT Manager will work towards resolving the fear of reprisal for unsafe conditions potentially affecting personnel safety or environmental risk.


Participates in the hiring process that ensures positions are staffed with personnel who possess the appropriate education and experience and who can be successful in meeting training and qualification requirements that ensure personnel are appropriately indoctrinated and trained to the necessary competence level for performing their duties.


Manages the activities, professional development and performance of personnel performing work within their respective department.

 

Responsible for the overall planning, organizing, and execution of all Information Technology (IT) functions.


Responsible for the cyber-security program to include implementing and maintaining authorized Unclassified and Classified Information systems approved to create, process, transmit, and store government information.


Manages the IT strategic plans, policies, programs, and schedules and analyzes current systems and determines if adjustments can be made to increase productivity and reduce overall cost of operations.


Advises senior management on strategic systems conversions and integrations that affect the Project.


Reviews and approves all major contracts for computing and IT services and equipment.


Serves as the liaison between partnering companies, hosting solutions and vendors to assist with systems integration and management.


Maintains the software registry and software library.


Oversees the development, design, and implementation of new applications and changes to existing computer systems and/or software applications and systems.


Performs the duties of Information Systems Security Officer (ISSO) for specified information systems, when required.


Ensures the required data security and integrity measures are established and in place and reviews and certifies back-up and disaster recovery plans and procedures.


Supports the execution of Integrated Safety Management System (ISMS) guiding principles and core functions and the Isotek Safety Culture.


Performs other duties as assigned.



Job Requirements:

Supervisory experience required.


Basic knowledge of Microsoft Office.


Strong communication, verbal and written skills.


Knowledge of information technology systems and software applications with the ability to manage the entire spectrum of information technology operations and ability to facilitate control system design/development, through the software design life cycle.


Demonstrated ability to establish and maintain effective working relationships with internal customers and external personnel.



Education/Experience:

 
Baccalaureate in engineering or related science.


Minimum of 2 years’ job-related experience, of which 1 year is nuclear.


Experience in Instrumentation and Controls (I&C) and previous experience on facility control system design or development and in software development under international standards (e.g., IEEE) required.


Experience with formal software life cycle approach required.


Technical knowledge on control process tools in PLC systems required.


Experience with safety-significant or safety-related software developed for the U.S. nuclear industry with NRC guidelines or in the pharmaceutical or chemical/petrochemical industry, understanding of safety analysis techniques (Software Fault Trees, Software Failure Modes and Effects, Software Hazops, Code Safety Analysis, FTA, SRHA, Traceability, Code Safety Analysis), understanding of Industry standards (e.g., IEEE, EPRI, NQA) and how they apply required.


Experience on Siemens or Schneider PLC tools preferred.
