Job Summary

 

To implement on all aspects of Atkins’ health, safety and environmental (HSE) management systems and Operational Health & safety Procedures. To ensure contractors and subcontractors comply with their legal and contractual HSE requirements by monitoring, inspecting, auditing and reporting on their performance.

Atkins has been established in the Gulf for over 40 years, having first carried out design and supervision commissions in the Gulf area in 1967. The regional head office (Dubai) was established in 1979.

 

We provide a full range of design, engineering and project management services for buildings, transportation and other infrastructure programmes.

 

Atkins in the Middle East now employs around 2,000 staff serving Gulf clients across all market sectors from offices in Abu Dhabi, Al Ain, Doha, Dubai, Jeddah, Kuwait City, Manama, Muscat, Riyadh, Sharjah.



Responsibilities

 

Junior Health, Safety and Environmental Engineer

  • Adhere to and implement Atkins internal HSE management system requirements and operational health, and safety procedures.
  • Adhere to project HSE requirements and ensure the Atkins team are area of them.
  • Prepare the quarterly monitoring plan.
  • Assist the PM / RE with weekly inspections and See & Act Observations.
  • Monitor the compliance of all WSA staff with the applicable safety standards and company’s procedures and bring to the attention of the Project Manager any safety violations by WSA site team for their further action.
  • Monitor, assess and report on Contractor and Sub Contractors legal and contractual HSE compliance.
  • Immediately bring to the attention of the Atkins PM critical and outstanding safety issues for their further action.
  • Conduct and co-ordinate regular safety training for WSA staff.
  • Carry out daily site HSE tours with Contractor HSE staff and highlight findings.
  • Issue Safety Enforcement Notices (SEN) as per applicable Atkins SEN procedure.
  • Follow up with the Contractor on outstanding HSE issues, including reports, Observation logs and SEN’s ensuring prompt closure with adequate evidence of compliance.
  • Review and comment of the Contractors HSE Plans. Advise the Contractor to update the site safety plan when necessary.
  • Review and comment on Contractors risk assessments and work method statements (implement the Consent to Work procedure).
  • Develop and update Atkins HSE documents e.g. HSE Plan, HSE specific site risk assessment, office risk assessment, office fire risk assessment, etc.
  • Assist the HOHSE with accident and incident investigations when required.
  • Enter accident information into the RIVO system in a timely manner.
  • Attend weekly safety meetings where required with the Contractor and other parties as necessary. Issue MOM on time (within 48 hours). Report any outstanding or critical safety issues or lack of action by the Contractor to the PM / RE for raising in the weekly progress meetings.
  • Prepare and maintain Atkins HSE registers, e.g. training, induction, SEN, inspection reports, accident/Incident, and others as required.
  • Report any accident on site immediately to the HOHSE and RE / PM.
  • Communicate, coordinate and seek any advice from Atkins UAE Health and Safety Manager as required.
  • Ensure that major issues are escalated to the HOHSE immediately.
  • Liaise with the Employer, Contractors and the Site Supervision Team and report status of safety issues.
  • Liaise with contractors’ Project Managers, Construction Managers and Safety Managers to improve safety provisions.
  • Prepare regular weekly, monthly and other reports as required on safety matters for issue to the Employer, HOHSE and PM / RE.
  • Co-ordinate safety-related activities for Atkins team and mentor regularly.
  • Carry out inductions for Atkins site staff.

Project Interface

  • Inform Atkins PM/RE with concerns on HSE on site that are not in compliance with the contract documents
  • Assist/support the site team and the respective PM / RE with the implementation of health and safety management systems and operational health & safety procedures.
  • Assist with the external and internal HSE audits and work with the site team to resolve any non-conformance issues.
  • Liaise with the project supervision team, coordinate and resolve any HSE issues of concern.
  • Analyse current HSE trends occurring on site and provide recommendations for continuous improvement
  • Assist the site team by ensuring that the contractor closes out any adverse HSE issue they have raised.
  • Assist the PM / RE to prepare for the weekly Progress and HSE meetings.
  • Prepare monthly HSE reports for PM / R and HOHSEE.
  • Inform HOHSE regularly on all aspects of HSE occurring on the project as per the requirements of the operational health & safety procedures.

Client Interface

  • Provide necessary HSE reports / recommendation as required by the Client for any project specific issues.
  • Attend meetings with Client (as required and requested by Atkins PM / RE).

Contractor Interface

  • Inspect the site on a daily with the contractors HSE team and other responsible members of the construction team to identify hazards but ensure any risks are adequately controlled prior to leaving area.
  • Report on inspection findings via formal correspondence regularly
  • Attend weekly HSE meetings with the contractor.

Design Office Interface

 

Identify and raise to the PM / RE and HOHSE any HSE concerns regarding buildability and / or maintainability related to the design.

 

Site Operations Department Interface

  • Liaise with the SHOA any particular project site related issues requiring input and/or feedback.
  • Coordinate leave request and discuss leave cover with the SHOA.
  • Liaise with OMSOD for all HR / Finance / Administrative issues.

Functional Duties

  • Monitor performance of the Contractor / Sub-contractor and identify, raise any health, safety or environmental concerns with the PM/RE or HSE Manager.
  • Review health, safety and environmental procedures and effectively implement HSE plans across the project.
  • Identify any particular site safety issues and bring to the notice of the contractor / HOHSE / PM / RE. 

Line Management / Administrative Duties

  • Update and maintain Atkins HSE project documents
  • Assist the project site team during internal, external and site surveillance audits.
  • Prepare and regularly submit HSE reports
