Atkins seeks an energetic and highly motivated self-starter to join our Bartow, FL Group as an LAP Contracts Manager.


MAJOR FUNCTION/ROLE

Under direction, assists in the administration of construction contracts to determine cost, project quality, and adherence to established completion schedule by the contractor.

*NOTE: This title is to be used only for personnel with engineering degree and/or license, or where state regulations do not disallow the use of the 'Engineer' designation for personnel without engineering license or degree.


JOB DUTIES
  • Analyzes client needs and assists contractor in interpretation of plans and specifications. 
  • Prepares change orders and/or supplemental agreements and updates project plans.
  • Monitors construction progress and maintains daily records.
  • Monitors and records materials quantities and construction results.
  • Reviews shop drawings, schedules, permits, and progress charts.
  • Prepares final estimate package which includes final plans, construction documents and detailed calculations of costs and pay items.
  • Performs such other duties as the supervisor may from time to time deem necessary.
  • Review Construction Bid Documents, this includes, but is not limited to construction checklist, construction contracts, and advertisements.
  • Review Professional Services RFP/RFQ, this includes, but is not limited to Professional checklist, Professional Services contracts, and advertisements.
  • Draft and process Maintenance Agreements.
  • Draft and process Locally Funded Agreements and Developer Locally Funded Agreements.
  • Process time extensions.
  • Draft and issue Design, Construction and CEI NTP.


EDUCATION AND EXPERIENCE
  • Bachelor's degree in construction management, civil engineering, or related field and four years related experience.
  • With Associate's degree, twelve years of related experience.
  • Without a degree, fourteen years related experience is required.
  • Experience in CPM scheduling techniques with hands-on electronic job data entry is desirable.
  • Previous experience with FDOT’s Local Agency Program (LAP) is required.


SPECIAL SKILLS
  • Good analytical and organization skills, ability to perform mathematical calculations and to understand contract plans and specifications.
  • Ability to use PC and applicable software.


PROFESSIONAL REGISTRATIONS
  • Professional Registration desired.


ADDITIONAL REQUIREMENTS
  • Job requires ability to process paper and electronic documents and utilize computer. 
  • Ability to communicate clearly both orally and in writing.
  • Ability to plan and prioritize tasks, and review contract documents, project plans and progress reports.
