Atkins seeks an energetic and highly motivated self-starter to join our Environmental team in Austin or Houston as a Mid-level Level Air Quality Specialist/Engineer. This position assists with air quality projects and works with teams on complex environmental projects. The successful candidate is self-motivated, flexible, detail-oriented, shows enthusiasm and initiative, has the ability to perform assigned duties/projects to completion with minimal supervision, has well-developed client skills and contacts in industry, and is able to assist with a variety of air quality permitting and compliance projects primarily for industrial clients. Upholds engineering ethics and standards of conduct.

Job Details:

Provides assistance to industrial clients in determining federal and state air quality regulatory applicability and develops strategies and systems for compliance.

Prepares air quality New Source Review permit applications, Prevention of Significant Deterioration/Non-Attainment permit applications, Title V operating permits, compliance reports, registrations, and other plans for approval.

Calculates air contaminant emissions and prepares air emissions inventories including Greenhouse Gases emission reporting.

Evaluates air emissions control technologies (BACT and LAER).

Performs air dispersion modeling and prepares modeling analyses and reports.

Conducts environmental compliance audits.

Interfaces with State air quality agencies and EPA on behalf of industrial clients.

Works collaboratively with engineering firms, equipment vendors, other 3rd parties (e.g., laboratories, stack testing companies) and attorneys in support of clients’ air quality needs.
Develops various plans and documents in support of clients’ regulatory requirements.

Participates in public meetings and hearings on behalf of clients.

Performs and ensures QA/QC of technical work.

Performs within budget and schedule expectations.

Assists with preparation of proposals for environmental support.

Supports business development activities by networking and face-to-face visits with potential clients, developing internal marketing materials, and representing Atkins at professional trade associations, conferences, tradeshows, and webinars.

Education and Experience:

B.S. or M.S. in Engineering. This level may be achieved by Engineers with 2 years' experience since B.S. or 1 year since M.S. The typical incumbent has 3 to 5 years' experience since Bachelor's degree.

Special Skills:

5-10 years of hands-on air quality permitting and consulting experience.

Experience in Petrochemical, manufacturing and/or the Oil and Gas industry is highly desirable.

Working knowledge of Clean Air Act issues including MACT/BACT/LAER requirements, Prevention of Significant Deterioration, and New Source Review.

Current and relevant consultant work experience with a focus on stationary source permitting support including new source review, PSD, nonattainment review, estimating air emissions, Title V permitting and deviation reporting, performing MACT/BACT/LAER evaluations, development of source category specific emission factors, air dispersion modeling, mobile source emissions, greenhouse gas emissions evaluation and reporting, regulatory compliance analysis and emissions reporting for various industrial facilities.

Excellent interpersonal and communications skills including report writing, oral presentations, and direct verbal communication.

Proficiency and intimate knowledge of MS Excel, Word, PowerPoint, and Outlook applications, AERMOD, MOVES, and other air quality models and database software.

Experience in interpreting environmental regulations and developing compliance strategies for State and Federal air quality regulations; at a minimum, must demonstrate a thorough knowledge and understanding of Texas air regulations.

Ability to walk through, under, over or around equipment and piping and climb ladders or steps in an industrial facility or in the field, as required for site inspections and walk-throughs.

Availability to travel up to 25% of the time.

Have a valid Texas driver’s license.
