We are currently looking for a Portfolio & Programme Management professional to further develop the service line, grow our Portfolio & Programme Management pipeline and lead the delivery of strategic Portfolio & Programme Management initiatives across the GCC and Egypt as an initial target market. In the short-run, for the next 2 years, the mandate is expected to grow to cover East Africa and South East Asia. The role will be based in the MENA region, and the successful candidate will be reporting to the Managing Director of Portfolio / Programme & Asset Management.

Business Responsibilities:
  • Define the strategy and business plan for the Portfolio & Programme Management service line by working closely with the MD of Portfolio/Programme & Asset Management
  • Define the Portfolio & Programme Management service offering and sub-service offerings
  • Develop go to market strategy, approach and supporting material
  • Build a pipeline of Portfolio & Programme Management opportunities
  • Leverage existing network of clients and build new relationships within target market
  • Define Job descriptions, recruit and manage a team of portfolio & programme management and management consultancy professionals
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring, while giving feedback and constructive criticism
  • Oversee and manage the delivery of Portfolio & Programme Management projects
  • Manage and grow existing accounts 
  • Represent Atkins Acuity in and speak at relevant seminars and conferences
  • Accurately assess required level of effort for a task/project based on experience and manage, prioritise and plan what activities/tasks need to be completed in order to meet objectives
  • Develop tools, processes and systems to support the delivery of Portfolio & Programme Management projects
Technical Responsibilities:
  • Responsibilities below shall be undertaken within the Portfolio & Programme Management function of the client’s organisation.
  • Due diligence studies on client’s organisation and structure in an effort to enhance efficiency and eliminate waste
  • Create and implement programmes at work that connect employees with business goals
  • Quality assessments, audits and enhancements to existing policies, processes and procedures
  • Ensure quality execution through a hands-on approach to the design and delivery of organisational development and organisation design projects, particularly in relation to the design and setup of Portfolio & Programme management offices and functions
  • Lead change & transition design from current state organisation structures to the newly designed or newly established ones
  • Design team structures and develop training programs that equip teams with the required skillset to achieve their respective Portfolio & Programme management function goals
  • Assess the effectiveness and efficiency of Portfolio & Programme management functions 
  • Assume full accountability for conceiving and executing organisation design projects
  • The establishment and delivery of a new entity mandated to oversee and manage the delivery of major infrastructure projects and programmes. The process includes but is not limited to developing the entity’s organisational design & governance structure and set-up of various business units required to fulfil the Portfolio & Programme management function of the entity as a whole
  • Develop PMO’s risk management and mitigation procedures

Basic & Technical Competencies:
  • Shall be qualified with a degree (preferably Business Management or Civil Engineering )
  • A Minimum of ten (10) years of relevant experience in Portfolio & Programme Management in a management consultancy / advisory services capacity
  • Experience in working for global strategy houses or international management consultancies
  • The Candidate must possess excellent working knowledge of project management best practices. Computer literacy and excellent communication skills in English are essential. (Arabic preferred)
  • Excellent commercial and financial acumen related to project budgeting and cost estimation
  • Knowledge and experience developing and implementing the following: 
  • Designing a Portfolio & Programme Management Office including Governance structure, organisation structure, and operating model
  • Maturity modelling, KPIs, stage gating, reporting templates, and PMO audit programme development
  • Developing training programs that aim to improve the professional skills of staff in an organisation undergoing change or restructuring
