Atkins seeks an energetic and highly motivated self-starter to join our New York Transit & Rail Group as a Principal Consultant-Rail Control Systems. Please note this position can be located in Rochester, New York City or Northeast NY.


MAJOR ROLE/FUNCTION:

This person will have close interface with the client, OEM’s and major suppliers. Position responsibility will include complete understanding and management of the scope of work for project and advise the Project Manager as necessary on technical issues.

Person will have experience in technical. advisory and witnessing of office subsystem factory acceptance test plans, first article inspections, testing and commissiong. Position will require coordination, review and comment on all acceptance and system test plans, verification of validation testing plans, and any reports to the Project Manager.

The ideal candidate for Principal Consultant will have experience in office computer aided dispatch systems, back office servers, network architecture, and onboard and wayside rail signaling and control systems. The candidate should have experience with project management software such as Microsoft Project or equivalent, and Microsoft office products. In addition, the ideal candidate will have experience in rail control systems, FTA and FRA train control related regulations such as 49 CFR 236 subpart, Positive Train Control rule.

JOB DUTIES:
  • Day to day technical advisory of Rail Office Control systems, design, test, installation and system test
  • Ability to work with all contractors in behalf of the client to ensure project delivery and quality of work
  • Advise clients on recommended actions relating to the project
  • Participate in periodic program reviews to review project progress against planned schedule, costs, issues and corrective actions
  • Ensure contractors comply with all technical specification requirements
  • Review and comment on FRA/FTA required reports as necessary


EDUCATION/EXPERIENCE:
  • Bachelors’ degree in Electrical Engineering or equivalent experience is preferred.
  • Familiarity with railroad and/or transit industry and rail transit vehicles
  • Familiarity with rail signal systems and positive train control
  • Experience with transit authorities, OEM’s and contractors
  • Excellent communication skills, both written and verbal
  • The ability to work effectively remotely within a virtual team environment
  • Proficient in Microsoft Office, including Excel, Word, Outlook and Lync 
  • Minimum 15 years of rail signaling systems
Areas of expertise:
  • Freight and Commuter Railroad Computer Aided Dispatching (CAD), Positive Train Control (PTC) Back Office Server (BOS), and Overall Positive Train Control System.

ADDITIONAL INFORMATION:
  • Typical travel is expected to be 25% of the time however on occasion project needs may require high levels of travel
  • Excellent written and verbal communication skills in English required.
