This is an exciting opportunity to be part of the team that manages and improves one of the busiest motorways in Europe - the M25.

 

Atkins is part of a consortium that comprises Connect Plus Services (CPS), together with Balfour Beatty and Egis Road Operations UK.


CPS has a 30-year contract with Connect Plus on behalf of Highways England. The contract, which started in September 2009, is to maintain and operate the M25 motorway network, including all adjoining trunk and slip roads, a network of 440km across six counties. CPS also has responsibility for the Dartford River Crossing in Kent, comprising both Dartford Tunnels and the Queen Elizabeth II Bridge.

With a staff of around 600 people, based at seven locations across the network, CPS carries out routine maintenance and whole-life management of the thousands of M25 assets. CPS manages the operation of the network 24 hours a day, 365 days a year, including a severe weather season maintenance programme. CPS is identifying ways of reducing delays and improving journey time reliability across its road network.



To lead the procurement activity across the business area to support the strategic approach of the business stream and divisional objectives in accordance with CSUK Procurement & Supply Chain Management Strategy and the CPS management systems and processes

To develop procurement plans and manage procurement processes for CPS  business, adhering to the CPS Procurement and Supply Chain Management Strategy
Work closely with contract management to ensure earliest possible involvement within projects and with delivery teams.  
Liaise with project teams and business streams to understand project requirements and develop schedules into project procurement plans
Development and governance of package specific sourcing plans with project teams, RFQs, evaluation of supplier responses, negotiations with suppliers, order placement and contract management 
 Compile performance management information relating to suppliers for onward communication to the Project Senior Leadership Team, to ensure continuous improvement within the supply chain
Manage procurement relationships with relevant internal and external stakeholders
 Keep abreast of market developments, demand trends and risks, and ensure that each client’s requirements are understood
 Focus on exceeding minimum service expectations by delivering an agile, value adding service with a deep understanding of customer requirements, technical competence, functional knowledge and process efficiency.
Establish performance led, long term supplier relationships focusing on value for money, service & product quality and continuous improvement to drive competitive advantage for CPS
Contribute to communications with the wider Major Projects Highways procurement teams to share information and learning from within business streams.
Manage procurement relationships with relevant internal and external stakeholders
