We are seeking a Project Controls Business Manager – Hybrid or Remote option.  This position is based out of our Oak Ridge, TN office.

How will you contribute to the team?  

  • Responsible for the overall performance of the Project Controls organization, planning, organizing and executing operations.

  • Responsible for providing project controls support during bid and proposal and project execution phases.

  • Provides leadership and direction to department. 

  • Prepares business unit annual budget and updates with quarterly forecasts.  Provides monthly financial performance variance analysis and coordinates monthly project reviews.

  • Provides supervision of project controls functions and operational guidance on project management functions the Business Unit. 

  • Works closely with Finance, accounting and procurement to ensure efficient business unit operations.

  • Assesses organizational performance, as required.

  • Coordinates and prepares monthly reporting for senior and executive level management.

  • Coordinates necessary legal interfaces.  Ensures timely and appropriate responses to regulatory assessments and audits.

  • Provides subject matter experts to support analysis, implementation and distribution of internal and external operating experience requirements.

  • Develops and implements new operating policies and procedures including modifying existing documents as necessary.

  • Interfaces regularly with customers and stakeholders both to ensure good communications and that customer needs are being met.

  • Interfaces with finance department on budget and business plan preparation through email and review meetings.

  • Ensures awareness training is provided for assigned personnel regarding emergency response actions. Ensures appropriate project controls / Earned Value Management System (EVMS) training to participants and Cost Account Managers (CAMs).

  • Ensures that training and qualification requirements are identified and implemented (i.e., education, experience, certifications, etc.) for personnel in each position within organization.

  • Ensures that Work Breakdown Structure, project schedules, budgets and other related project controls / EVMS documents are maintained on a current basis.  Assists in providing operating management with project status against scope, schedule and cost baseline to provide current status and forecasts at completion.

  • Supports the Project Manager in analyzing/managing reserve accounts versus PM Risk Management Plan and forecasts.  Participates in the Change Control Board and documents scope schedule and cost baseline change requests and approved changes.

  • Reviews current pricing used in cost proposals, change orders and requests for equitable adjustment.

  • Ensures project performance history is maintained as basis of estimates and forecasting. Assists in providing accurate monthly progress reports of project status, leading monthly project reviews and providing status at completion versus the approved Project Management Baseline (PMB).

  • Ensures the Project Control function complies with EVMS requirements.

  • Provides input into long-range, annual and near-term planning.

  • Assists in ensuring adherence to the budget, baseline cost and schedule for all Business Management functions.

  • Assists in facilitating a continuous improvement process.  Ensures that personnel performing work within their respective function(s) maintains up-to-date qualification requirements.

  • Selects and assigns personnel, within the Business Management function, based on contract and individual qualification requirements.  Monitors performance of assigned personnel and promotes professional development, recognizes and rewards accomplishments and takes or initiates disciplinary action when appropriate.

  • Stops work without fear of reprisal for unsafe conditions potentially affecting personnel safety or environmental risk.

  • Performs other duties as assigned.

What will you contribute?  

  • Bachelor's degree required or 10 years equivalent experience.

  • Minimum of 4 years' experience in the nuclear industry or construction industry.

  • Minimum of 5 years combination experience in Project Controls, Procurement, Contracts and/or Accounting experience required.

  • Proficient knowledge of Microsoft Office.

  • Strong communication, verbal, and written skills.

  • Excellent presentation and organization skills.

  • Ability to interface at all levels of the organization and with the customer and regulators.

  • Must be able to describe and interpret the essential principles, requirements, relationships and importance of applicable DOE Orders and Standards as they apply to Operational disciplines.

  • Demonstrated ability to manage a budget, adhering and commensurate with the baseline cost and schedule.

  • Project Management Professional (PMP) preferred.

  • Ability to develop programmatic elements.

  • Ability to interface at all levels.

  • Strong written and verbal communication skills. Ability to deliver communications clearly and concisely.

  • Effective organizational skills.

  • Ability to obtain a “Q” clearance.

  • Must be a U.S. citizen in order to be considered.
