SNC-Lavalin Atkins business seeks an energetic and highly motivated self-starter to join our Alexandria, VA Contracts and Subcontracts Group as a Project Subcontracts Manager. 

 


MAJOR FUNCTION/ROLE

  • Provides subcontract administration support to program/project management. Develops NDAs and Teaming Agreements with subcontractors. Prepares RFPs, reviews and analyzes subcontractor’s proposals, negotiates subcontracts, and administers subcontract agreements. Assists with new business proposals and performs subcontract administration on existing IDIQ subcontracts/Task Order with Firm Fixed Price and Cost Reimbursement subcontracts of high dollar value, risk, creativity and complexity. Assists program/project managers with Federal Acquisition Regulation (FAR) or State law and regulation interpretation and interfaces with subcontractor’s contracting personnel for administration purposes

JOB DUTIES


 

Pre-Contract Activities
  • Coordinate supplier registration with subs
  • Assist with the sourcing of subs and issuing RFQ\s/Ps to subs as appropriate
  • Preparation of Teaming Agreements, NDA’s with Potential subs
  • Develop and issue RFP’s - Tenders
  • Perform price analysis of rates/multipliers – keep records
  • Coordinate development of SB plan and compliance with goals

Project Execution
  • Develop the subs agreement or addendum
  • Negotiate the subconsultant/subcontract agreement
  • Process Purchase Requisitions and assign subcontract number or addendum numbers
  • Develop and Coordinate communications with subs
  • Coordinate or perform any DBE reporting (which is not part of billing)
  • Assist with resolution of subs billing/payment issues
  • Monitor any cost reimbursable subs indirect rates
  • Monitor funding or subcontractor spend
  • Obtain client approval or consent when adding new subs 
  • Make determination “in scope/out of scope” of subs REA’s (with technical lead)
  • Issue requests to subs for change orders and negotiate (coordination with technical)
  • Ensure Waivers and releases of liens are received (partial)
  • Maintain procurement folder for each sub
  • Ensure Certificates of Insurance are updated and compliant with prime contract terms
  • Process SB reporting/manage
  • Coordinate RFI’s from subs with technical

Close Out
  • Resolve outstanding commercial issues with subs
  • Assist with project close out and de-obligation of unused balances
  • Obtain final Releases and Waivers
  • Coordinate charge backs or settlement of claims
  • Assist PM with sub performance evaluation report
  • Assist with OH true-ups with subs, if applicable

 



EDUCATION AND EXPERIENCE

  • Bachelor’s degree in Business Administration or equivalent discipline, plus a minimum of eight years relevant experience which must be related to subcontract administration. A MBA is a plus.
  • Experience with multiple contract types and performance-based contracting is required.

SPECIAL SKILLS

  • Good analytical and organizational skills. Ability to perform mathematical calculations, to understand contract plans and specifications, organize information, and effectively utilize PC and applicable software.
