The Transportation UK division in Atkins, now part of the SNC Lavalin Group, brings together the capabilities of our Rail, Highway and Local Transport teams, into a single business of 3,000 talented engineers and professionals. The transportation infrastructure sector is experiencing unprecedented levels of investment and the SNC Lavalin’s Atkins business is playing lead roles in projects such as high-speed rail, digital rail, designing major new road & highways schemes and upgrading our existing transport networks to deliver future demand. Our consultants and supply chain are working with government, local authorities, contractors and sub-suppliers to develop integrated transport strategies to ensure the urban areas we live in continue to thrive.

As part of our continued growth, we are seeking a QSSE Business Partner. Reporting to the Managing Director and working directly with both the senior and operational leadership teams, the successful individual will lead in safety, in improving QSSE effectiveness, and in embedding a culture of continuous improvement across the business.

 

Our vision for QSSE is to become a natural part of the SNC Lavalin Atkins business. This means proactively working with staff, clients, our supply chain and Senior Leadership teams (SLT) throughout the organisation, to ensure QSSE is fully integrated into the decision-making process by;

 

•Developing a high performing team of subject matter experts.

•Provide guidance & developmental support to delivery teams to achieve compliance through exemplar behaviours.

•Lead the integration of the function with new ways of working and behaving.

•Maintain compliance with statutory & effective management systems requirements (ISO 9001 (2015), ISO 14001 (2015) and OHSAS 18001), whilst creating a culture of continuous improvement (currently working towards to ISO 45001 (2018).

•Represent the SNC-Lavalin Atkins business at industry forums, contribute to improvement programmes & to be the human face of the function within our wider business.

 

Responsibilities

 

•Working in partnership with the SLT to develop a clear strategic vision for QSSE across the Transportation division.

•Work with the MD and SLT to transform the business to deliver world class safety leadership.

•Work with the business to transform and drive a culture of continuous improvement and learning.

•Mentor and positively challenge each SLT member on their QSSE leadership and accountability.

•Be a visible role model and advocate for QSSE – both internally and externally.

•Positively challenge senior teams on their behaviours, competency and effectiveness to aim for ‘Natural QSSE’.

•Provide the interface on QSSE between the Division and the central QSSE team.

•Develop and oversee the Director Engagement Tour and Behaviour Interaction Programmes for the Division.

•Provide leadership in QSSE (and H&S in particular) to Joint Ventures that SNC Lavalin is a party to, ensuring clarity of QSSE responsibilities, adoption of good practice and effective discharge of legal responsibilities.

•Understand, communicate and implement changes to QSSE and industry standards.

•Develop and maintain QSSE improvement plans, based on the risk profile of the Division, to ensure the SLT and senior teams are reviewing how effective QSSE is managed and ensuring the correct competency within the division.

•Work with technical expertise within the division in terms of technical processes, feeding back relevant information to the central assurance team

•Actively engage and attend divisional SLT and other senior team meetings to report QSSE performance on a monthly / quarterly basis

•Provide monthly management information and metrics to the Managing Director, with regular meetings to provide advice / support and guidance on areas of improvement

•Support strategic bid reviews, including go / no go to coordinate QSSE bid information and to ensure QSSE will be managed on projects (arrangements, legal requirements and resources)



Requirements

 

•Ability to demonstrable experience of leading a QSSE function, either within the UK Transportation Sector, ideally with a rail background and/or multiple safety critical industries, e.g. aviation, highways, construction, Petrochem, water.

•Demonstrable experience of leading Health & Safety in a construction operations environment, ideally on the UK railway network.

•Ability to influence at divisional SLT level, engage and positively challenge behaviours, including good presentation skills and ‘keep it simple’ approach.

•Commercial, risk and business acumen demonstrated in a senior QSSE role

•Capable of gaining credibility with business colleagues, sound judgement and robust decision making

•Strong influencing and communications skills, political awareness and high levels of strategic thinking and a depth of intellectual capability

•Actively lead on QSSE across the division

•Ability to influence industry (a good track record and a good reputation) and highlight good practice and promote this across the SNC-Lavalin Atkins business and to clients.

•Evidently able to direct teams to successfully discharge Principal Contractor and Principal Designer responsibilities under CDM 2015 regulations.

•Conversant with and an advocate of behavioural safety, and able to demonstrate success in improving behavioural safety.

•Excellent technical understanding and knowledge of QSSE

•A diploma in health and safety and chartered membership of a safety body (e.g. CMIOSH) is expected, reflecting the safety risk profile of the Transportation business.

•Other relevant QSSE qualifications such as Lead Auditor, Quality Diploma / certificate, IEMA Diploma /certificate in environmental management, accident / incident investigation training, security certificate.

•Membership of professional relevant bodies e.g. CQI, IEMA and, as set out above, CMIOSH is expected
