Atkins Nuclear Solutions US is currently seeking a Senior Acquisition/Material Management Specialist to join the nuclear team in Oak Ridge, TN


JOB SUMMARY

The Senior Acquisition/Material Management Specialist shall provide leadership and subject matter expertise in the area of Acquisition/Material Management oversight to include all aspects of the procurement cycle with emphasis on post award activities; expediting, supplier submittals, receipt and acceptance, warehousing requirements, inventory stock levels, and detailed material management systems (manual or automated).
 
JOB DUTIES/TASKS/RESPONSIBILITIES

Evaluate the adequacy of the UPF acquisition/material management plans in accordance with NQA-1 and project plans and procedures. 
 
Evaluate the integration between M&O (CLIN 0002) engineering, construction and procurement organizations in the acquisition of goods and services and material management for the UPF project. The work shall be performed in cooperation with UPO federal staff,
 
UPO support contractors, and the M&O contractor. 
 
Provide recommendations to the UPO Quality Manager, the UPF Federal Project Director and Contracting Officers as to the viability of the M&O contractor’s procurement approach and adequacy of UPF acquisition/material management plans and procurement documentation and the status/viability of the acquisition schedule.
 
Conduct audits, assessments and oversight activities of the M&O contractor’s procurement/acquisition program and integration between engineering, construction and procurement including the development and analyses of performance metrics as requested. (60% of time)
 
Participate in M&O contractor meetings (e.g. assessment/audit briefs, material management planning sessions, supplier quality meetings, project specific information, etc.) as part of UPO oversight of the M&O contractor. (40% of time)
 
EDUCATION

Must possess a Bachelor’s degree in engineering, business administration or related field


Required Experience

Minimum 10 years’ experience in procurement and acquisition processes

10 years of DOE experience related to NQA-1 procurements.

In depth or broad knowledge of and hands-on experience with a body of procurement/material management regulations, procedures, and policies related to all procurement/material management phases or functions.

Strong knowledge of the wide variety of interrelated steps and procedures required to assemble, review, and maintain procurement packages related to complex nuclear contracts under an NQA-1 quality plan (e.g., large purchases for specialized supplies, or large purchases for services and construction for commercial or government nuclear projects)






REQUIRED AND DESIRED SKILLS
Must be able to interface with government program representatives on high-level technical and project issues.

Ability to successfully make quick decisions and meet goals while working under severe time constraints

Demonstrated ability to be creative with a keen attention to detail

Possess communication and interpersonal skills

Possess planning, organizational, and analytical skills

Possess the technical knowledge to work with multiple functional areas and offices in order to provide comprehensive recommendations

Ability to multi-task between changing requirements and priorities

Requires a motivated self-starter who pays attention to details to support assignments while functioning in a time-sensitive, fluid environment

Position may on occasion require unscheduled or extended work hour.

20 years of industry related experience

Knowledge and experience with technologies and systems expected to be used at UPF or from other DOE projects

Knowledge and experience of uranium processing

Due to current law, and in conjunction with the advertised position’s scope of work, candidates that are Non-US citizens are required to be submitted for further approval to the NNSA before being considered for hiring purposes. In addition, any candidates with dual citizenship in the US and another country must undergo further review for approval by the NNSA. Proof of citizenship will be requested upon receipt of application/resume.
