Atkins seeks an energetic and highly motivated self-starter to join our San Diego, CA EcoSciences West Group as a Senior CEQA/NEPA Project Manager.
MAJOR FUNCTION/ ROLE
Under direction, provides professional and project management expertise in the direction of highly unconventional projects requiring multiple technical units and/or subcontractors, heavy regulatory agency involvement or extremely complex technical requirements.
Functions as mentor to project managers and technical professionals to assist in their training and development. Also performs the basic project functions of production coordination, planning, organizing, directing, controlling, financial management and marketing.
Work involves management and coordination of usually large or complex environmental projects involving heavy regulatory agency involvement, superior client interaction/engagement, significant billings, and unique management requirements and/or client needs.
EDUCATION AND EXPERIENCE
Bachelor's degree in field(s) of practice. Graduate degree preferred. Management coursework and/or MBA a plus.
This level may be achieved with ten years of experience in project production and technical professional activities, four of these working as a project manager.
Proven interpersonal skills, public speaking and persuasive ability; strong project financial management and team management skills; knowledge of production support systems and personal computer proficiency.
Professional Registration in field(s) of practice required, if available. Certification as a “Project Management Professional” (PMP) is strongly required within one year of assuming this position.
A minimum of 10-12 years of experience is required, six of these working as a CEQA/NEPA project manager, with direct experience with natural systems, land use and environmental review in San Diego County, California. Substantial California environmental planning consulting experience.
Ability to listen and adequately identify and frame client needs. Experience must include the entire process from proposal, to project scoping, through agency hearings.
Significant demonstrable experience in performing and/or overseeing CEQA/NEPA reviews associated with urban land uses, community plans, residential/commercial development, water/wastewater facilities other wet utilities infrastructure projects, flood control projects, levees, bridges, and conservation easements is essential.
A strong track record with water, wastewater, flood control, and natural resource agencies with exemplary performance on projects for, and current professional relationships with, local water/wastewater districts, levee or reclamation districts, the California Department of Fish and Wildlife, State Water Resources Control Board, various regional water quality control boards, U.S. Fish and Wildlife Service, U.S. Bureau of Reclamation, U.S. Army Corps of Engineers, US Bureau of Reclamation, and the State Department of Water Resources.
A strong working knowledge of Microsoft Office software is required (Word, Excel, and Outlook).
