Atkins seeks an energetic and highly motivated self-starter to join our Marietta, GA Office as a Senior Contracts Administrator.

Major Function/Role:
Responsible for all dimensions of life cycle contract administration, including RFP/RFQ solicitation reviews, price proposal preparation and review, contract negotiation, correspondence, documentation, certification, and deliverables for major contracts. Assist program/project managers with interpretation of applicable terms and conditions. Interface with client contracts officers/managers and/or procurement specialists on contract matters.

Job Duties:
- Provide cradle to grave contracts administration. Review client RFP/RFQ solicitations to ensure compliance with applicable statutes, regulations, terms and conditions and complete clients’ representation/certification requirements.
- Assist in preparing contractual agreements to include subcontract/consultant agreements, nondisclosure agreements, teaming agreements, and joint venture agreements.
- Work with proposal teams in the planning and execution of new business price proposals, cost narratives and pricing strategies.
- Perform and coordinate price proposal reviews before submittal to the client. May assist in job set-up, funds tracking and reporting to the client.
- Perform and coordinate review of terms and conditions of new contracts and contract modifications.
- Perform and coordinate initial subcontract procurement and formation activities to include vendor solicitation, vendor audits for price and quality, and preparation of sole source selection justification.
- Analyze and monitor subcontractor performance; evaluate service/product offerings and specifications.
- Work with client contract managers and procurement specialists to resolve contractual matters.
- Support project managers with contract budgeting.
- Ensure all documentation is complete and accessible in company repository. This includes the contract and all pertinent sign off documentation and work papers.
- Assist with negotiating contract terms and conditions from the price proposal stage to project close out in accordance with applicable regulations and company policies.
- Provide advice on and interpretation of contract requirements.
- Ensure timely processing of technical reports and deliverables.
- Monitor scope creep and scope changes and request modifications as needed.
- Coordinate with program/project managers to ensure contract requirements are fulfilled.
- Assist in the development and compliance of internal contract administration policy.
- Maintain current knowledge of relevant contractual procedures and practices.
- Participate in special projects as needed.
- Perform such other duties as the supervisor may from time to time deem necessary.


Education and Experience:
Bachelor’s degree in Business Administration or equivalent discipline, plus a minimum of four years relevant experience which must be related to procurement or general contracts administration for federal, state, local, and/or commercial contracts. Without a degree, twelve years of relevant experience required.
Must demonstrate familiarity and working knowledge of laws, statues, regulations, and requirements pertaining to procurement and contracts administration for one or more of the following contract types: federal, state, local, and/or commercial. Familiarity with FAR and American Association of State Highway Officials (AASHTO) requirements highly desirable. Experience with multiple contract types and performance-based contracting is required.

Special Skills:
Good analytical and organizational skills. Ability to perform mathematical calculations, to understand contract plans and specifications, organize information, and effectively utilize PC and applicable software.

Professional Registrations:

Contracting certifications from the NCMA or other professional contracting association desired.

Additional Requirements:
Job requires ability to process paper/electronic documents and operate computer keyboard and 10-key adding machine. Ability to plan and prioritize tasks, and review contract documents, project plans and progress reports. Ability to communicate effectively and work under the pressure of deadlines.
