Atkins seeks an energetic and highly motivated self-starter to join our Federal Contracts Group as a Senior Federal Contracts Administrator who will be responsible for lifecycle contract administration (pre-award through closeout). This position can sit in the Tampa, FL; Orlando, FL; Miami, FL; Calverton, MD; Alexandria, VA; or the Raleigh, NC Atkins office.


MAJOR FUNCTION/ROLE

Responsible for all dimensions of life cycle contract administration, including RFP/RFQ solicitation reviews, price proposal review, contract negotiation, correspondence, documentation, certification, close-out and deliverables for major contracts. Assist and advise Program/Project Managers and other project personnel with identification and interpretation of applicable contractual and subcontract terms and conditions, participate in meetings, prepare reports and maintain documentation. Interface with Client Contracts Officers/Managers on contract matters.


JOB DUTIES

Reviews bids and proposals to ensure adherence with Atkins' policy and solicitation requirements; determines the applicability of complex government laws and regulations.

Reviews and negotiates terms and conditions of all contracts and Non-Disclosure, Teaming, Joint Venture, and Memorandum of Understanding Agreements.

Revises terms and conditions to address provisions and risks of financial terms, acceptance criteria, delivery requirements, intellectual property, termination, indemnification and all other potential risk areas and recommend risk mitigation strategies.

Prepares and disseminate information throughout the company regarding contract status, compliance, modification, deviation, negotiation, and termination.

Maintains an awareness of regulatory changes and possible impact on current/future solicitations and current contracts.

Develops and implements processes and procedures for contract management and administration in compliance with federal regulations and company policies.

Participates in the selection, development, and training of Contracts and Procurement staff.




EDUCATION AND EXPERIENCE

Bachelor's degree in Business Administration or equivalent discipline, plus a minimum of eight (8) years' experience directly related to contracts negotiation/administration of federal and/or state contracts or Masters' degree in Business Administration or related field plus a minimum of six (6) years' experience directly related to contracts negotiation/administration of federal or state contracts. Without a degree, a minimum of seventeen years of same experience required.

Must have a thorough understanding of contract principles, theories, concepts, regulations, and experience demonstrating a broad application of those practices, techniques, and standards under the Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations Supplement (DFARS) and other related federal regulations.

Demonstrate familiarity and working knowledge of laws, statues, regulations, and requirements pertaining to contracts administration of the following contract types: Cost Plus Fixed Fee (CPFF), Time and Materials (T&M), Labor-Hour (LH), Firm-Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ), General Services Administration (GSA) Schedule.

Possess knowledge, familiarity and ability to work with other functions (i.e., Accounting, Finance, Business Development, Quality Assurance and Safety practices) as they relate to contract administration.

Knowledge and familiarity with life cycle contract administration of Architect & Engineering (A&E), Construction Management, Consulting, Infrastructure Planning and Project Management requirements.

Demonstrated ability to work as a strong contributor in a team environment and able to interaction with all echelons of management and staff.

Excellent analytical and organization skills.

Excellent written and verbal communication skills with an emphasis on clear and concise communications via email, letter, in person and telephone.

Able to grow and evolve within the position to take on other tasks and duties when made available.

Excellent analytical and creative problem-solving skills.

Works well in a team environment, and comfortable sharing knowledge as well as accepting input from others.

High level of proficiency with Microsoft Office (i.e., Excel, Word, PowerPoint, OneNote, Access).


PROFESSIONAL REGISTRATIONS

Contracting certifications from the National Contracts Management Association (NCMA) or other professional contracting association a plus.
