Atkins seeks an energetic and highly motivated self-starter to join our Calverton, MD Federal Group as a Senior Federal Program Analyst. 

 

Major Function/Role:

Manages pursuit capture activities in the Civilian Sector, oversees and assures compliance with Atkins’s tracking and reporting, development of a documents control process and team for program delivery and support in IDIQ and GSA contract administration.   Facilitate and direct, as needed, project capture plan sessions, Gold Sheet workshops, and presentation development and coaching activities. Participate in project opportunity and red team reviews when requested.

 

Job Duties:

- Develops and manages budgets for assigned opportunities.

- Responsible for ensuring all aspects of the capture process conform to internal stage gate reviews, to include scheduling the necessary reviews to receive approval for qualifications and/or proposal/pricing submissions.

- Coordinates with BDS and TPO in development of capture strategy and teaming as requested.

- Manages all aspects of the pursuit capture activities in accordance with the ANA capture process, under guidance and support for Civilian Sector.

- Participates in periodic capture update calls/reviews with senior/executive management and ensures all assigned opportunities are kept current in the CRM.

- Provides capture advice and support to BD, BU and TPO teams.

- Leads/facilitates our capture positioning, to include participation in client meetings, attendance at pre-proposal meetings/industry days, teaming partner meetings, and other applicable capture activities.

- Develops a document control process for all Civilian deliverables, including highly technical manuals

- Supports the overall administration of various IDIQs, including the numerous GSA schedules

- Performs such other duties as the supervisor may from time to time deem necessary.

 

COMPLEXITY (Variety or uniqueness of tasks; relative difficulty or importance of work performed; size of unit supported, etc.):

Coordinates capture opportunities for assigned pursuits; manages pursuit capture budgets; participates in opportunity calls.

 

DECISION-MAKING (Supervision received; independent judgment or initiative; consequence of error):

Decisions generally involve commitments of resources (usually in terms of expenses connected with proposals, presentations and public relations efforts), active participation in "go/no go" decisions, and/or in developing capture strategies.

 

WORK DIRECTION GIVEN TO OTHERS (Titles and number of personnel; type of direction given):

Coordinates, guides and/or reviews the work of marketing professionals and admin support personnel. Does not have hiring/firing authority. Provide guidance and suggestions to technical professionals and managers in the preparation of proposals and presentations. Directs the approved capture process.

 

INTERNAL CONTACTS (Required interaction/relationship with others within the organization):

Technical, business development, senior capture managers, and marketing professionals and managers.

 

EXTERNAL CONTACTS (Required interaction/relationship with others outside the organization):

Generally interfaces with clients and teaming partners.

ability to distill discrete solutions from multiple input sources, both system and human.


Education and Experience:

Bachelor's degree in business or similar and preferred masters in management, plus 15 years in engineering/program management consulting services industry.  With a proven track record of sales and management of FEMA programs over 250M.

 

Special Skills:

Excellent interpersonal skills plus written and oral communications skills are essential. Outgoing, self-starter with innate sales orientation, optimism and drive; good organizational skills. Ability to facilitate teams. Experience or ability to develop presentation coaching skills.

Computer skills are required, including experience in using Microsoft Word, Excel, and PowerPoint.

 

Additional Requirements:

Experience with Federal clients, specifically DHS, FEMA, GSA, USGS, and DOI required.

 

Job requires ability to travel. If local travel is required and no company vehicle is available, the use of a personal vehicle may be required. The incumbent must have a valid driver's license and a driving record that meets company policy. The vehicle must be in good working order and insured. Mileage reimbursement allowance will be available.
