Atkins seeks an energetic and highly motivated self-starter to join our Federal Contracts Group as a Senior Federal Subcontracts Administrator. This position can sit in either the Calverton, MD; Tampa, FL; Orlando, FL; Miami, FL; Raleigh, NC; or Alexandria, VA office.


MAJOR FUNCTION/ROLE

Responsible for all dimensions of life cycle subcontract administration, including Statement of Work (SOW) review, RFP/RFQ issuance, price proposal review/negotiation, post-award administration and close-out.

Assist and advise Program/Project Managers, other project personnel and functions with identification and interpretation of applicable contract flow downs and subcontract terms and conditions, participate in meetings, prepare reports and maintain documentation. Interface with subcontractors, Affiliates and vendors on contract matters.


JOB DUTIES

Duties and responsibilities of the job include, but not limited to:

Exercises a high degree of independent judgment in selecting methods and techniques for obtaining subcontract and business solutions. Requires a significant degree of analytical ability to understand and interpret complex data and solve complex problems.

Preparation and administration of subcontracts, Master Subcontract Agreements (MSA), task orders and subsequent modifications consistent with client requirements, Federal regulations and Atkins policies/procedures.

Administers cradle to grave subcontracts as assigned to include identification of qualified subcontractors, preparing solicitations, evaluating subcontractor proposals, and awarding subcontracts independent of management.

Review prime contract to identify and incorporate the applicable flow down requirements into solicitations and subsequent awards. Ensures that terms and conditions will be appropriate.

Regularly interacts with subcontractors, management and members of functional management in regard to acquisition requirements and issue resolution. Represents Subcontracts in interactions with senior management on a variety of subcontracting matters.

Active participation in the review, assessment and update to Atkins policy and procedures, templates, training tools/plans and various other documents and processes.

Develops and implements processes and procedures for contract management and administration in compliance with federal regulations and company policies.




EDUCATION AND EXPERIENCE

Bachelor’s degree in Business Administration or equivalent discipline, plus a minimum of six (6) years’ experience directly related to subcontracts management/administration of federal and/or state subcontracts or Masters’ degree in Business Administration or related field plus a minimum of four (4) years’ experience directly related to subcontracts management/administration of federal or state subcontracts. Without a degree, a minimum of fourteen (14) years of same experience required

Must have a thorough understanding of contract principles, theories, concepts, regulations, and experience demonstrating a broad application of those practices, techniques, and standards under the Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations Supplement (DFARS) and other related federal regulations

Demonstrate familiarity and working knowledge of laws, statues, regulations, and requirements pertaining to subcontracts administration of the following contract types: Cost Plus Fixed Fee (CPFF), Time and Materials (T&M), Labor-Hour (LH), Firm-Fixed Price (FFP) and Master Subcontract Agreement (MSA)

Possess knowledge, familiarity and ability to work with other functions (i.e., Accounting, Finance, Contracts, Business Development, Quality Assurance and Safety practices) as they relate to subcontract administration

A broad knowledge of subcontracting activities typical to the Architect & Engineering, Consulting and construction industry is preferred.


SPECIAL SKILLS

Excellent analytical and organization skills.

Excellent written and verbal communication skills with an emphasis on clear and concise communications via email, letter, in person and telephone.

Works well in a team environment, and comfortable sharing knowledge as well as accepting input from others.

High level of proficiency with Microsoft Office (i.e., Excel, Word, PowerPoint, OneNote, Access).


PROFESSIONAL REGISTRATIONS

Contracting certifications from the National Contracts Management Association (NCMA) or other professional contracting association a plus.
