Atkins seeks an energetic and highly motivated self-starter to join our FEMA/Water Resource Group as a FEMA GIS Project Manager.  This position can sit in either our Calverton, MD, Oakland, CA, or Lynnwood, WA office.   


MAJOR FUNCTION/ROLE

In this role you will apply your knowledge of the National Flood Insurance Program (NFIP) by providing project management and technical leadership to the development and delivery of flood risk studies for FEMA’s Risk MAP program. Candidates must have a thorough understanding of floodplain management, hazard mitigation, and risk communication and have FEMA production experience.

Ideal candidates must have working experience with a combination of: riverine modeling, coastal modeling, hazard mitigation technical assistance, research and design expertise, DFIRM and FIS development, GIS, hazard mitigation plan development, grant writing, or other floodplain related activities. Being a Professional Engineer (PE) and a Certified Floodplain Manager (CFM) is a plus. Candidate must have a degree in engineering, geography, environmental science, or other related field. 

 

 

JOB DUTIES

Leading the delivery of flood risk projects including the development of regulatory and non-regulatory products. Responsibilities include monitoring budgets, schedules, product quality, and compliance with standards.

 

Communicating with clients, establishing goals and objectives for project teams, and scheduling and coordinating resources.

 

Mentoring of junior Project Managers and technical staff.

 

Assisting in development of responses to RFP/RFQs.

 

Developing strong relationships internally and with clients.

 

Coordinating the work of junior professionals, technicians, and others who assist in specific assignments.

 

Coordinates and participates in contract negotiations with clients and subcontractors, and drafts complex professional service agreements and addenda for review by senior management.

 

Directs project team and client compliance with contract terms and monitors subcontractors' compliance with contractual commitments.

 

Prepares project work plan, scope, schedule and budget, and communicates these to project team members; monitors/manages project production for compliance with schedule, budget and quality objectives. 

 

Monitors reports and schedules to ensure appropriate charging of manhours, costs and expenses to projects, and to communicate project progress/status to senior management.

 

Establishes and maintains project account files on the computerized project management information system, and periodically reviews project reports for accuracy and completeness.

 

Monitors client billings, assists in obtaining payment from clients, and resolves client disputes, adjusting project billing records as required.

 

Monitors subconsultants' progress and performance, reviews and approves subconsultant and vendor invoices, and resolves payment and project disputes.

 

Schedules and coordinates project meetings with the project team, regulatory agencies, the client, and others involved with the projects.

 

Reports financial status of projects to technical managers.

 

Identifies new business opportunities for the firm, coordinates and participates in project presentations to clients and other external groups, and promotes firm's capabilities, marketing its services among existing and prospective clients.

 

Participates in project opportunity evaluation, consultant selection, and the preparation of firm's qualification/experience statements.

 

Performs such other duties as the supervisor may from time to time deem necessary.



EDUCATION/EXPERIENCE

Bachelor's degree in Engineering, Physical Sciences, Planning or GIS. Graduate degree desirable. Management coursework and/or MBA a plus. This level may be achieved with 8 years experience in project production and technical professional activities, two of these working as a Sr. Technical Professional. Minimum 7 years of experience with the National Flood Insurance Program and floodplain mapping and mitigation, with direct experience in the development and delivery of regulatory and non-regulatory products.

 

 

SPECIAL SKILLS

Have a thorough understanding of the National Flood Insurance Program (NFIP), specifically the Risk MAP Program is required.

 

Prior experience managing FEMA floodplain studies is preferred.

 

Familiarity with FEMA systems and databases such as MIP, CIS, P4, Mitigation Action Tracker, and FHD web is preferred.

 

Familiarity with GIS mapping and project management tools (i.e. MS Project) is preferred.

 

Proficient technical writing and communication skills, must be detailed oriented.

 

Strong interpersonal skills; good public speaking ability; strong project financial management skills; knowledge of production support systems and personal computer proficiency.

 

 

PROFESSIONAL REGISTRATIONS

 

Professional Engineer (PE) license is preferred.

Certified Floodplain Manager (CFM) certification is preferred.
