To implement, on all aspects of Atkins's health, safety and environmental (HSE) management systems and operational Health & Safety procedures. To ensure Contractors & Subcontractors comply with their legal and contractual HSE requirements by monitoring, inspecting, auditing and reporting on their performance.

Responsibilities

  • Adhere to and implement Atkin’s internal HSE management system requirements and operational health, and safety procedures.
  • Adhere to project HSE requirements and ensure the Atkins team are aware of them.
  • Conduct HSE audits/site inspections and subcontractors as directed by the lead HSE engineer
  • Monitor, assess and report on Contractor and Sub Contractors legal and contractual HSE Compliance
  • Immediately bring to the attention of the Atkins Lead HSE engineer critical and outstanding safety issues for their further actions
  • Conduct and co-ordinate regular safety training for Atkin project staff.
  • Carry out daily site HSE tours with Contractor HSE staff and highlight findings.
  • Issue non-conformances and action plan to subcntractors
  • Follow up with the contractor on outstanding HSE issues, including reports, observation logs and SENs ensuring prompt closure with adequate evidance of compliance.
  • Review and comment of the Contractors HSE Plans. Advise the Contractor to update the site safety plan when necessary.
  • Review and comment on Contractors risk assessments and work method statements.
  • Develop and update Atkins HSE documents (the Safety File), e.g. HSE Plan, HSE specific site risk assessment, office risk assessment, office fire risk assessment, etc where required.
  • Assist the RTLs with accident and incident investigations when required.
  • Enter accident information into Atkins RIVO system in a timely manner
  • Attend safety meetings where required with the contractor and other parties as necessary. Issue MOM on time (within 48 hours). Report any outstanding or critical safety issues or lack of action by th econtractor to the lead HSE engineer for raising on th eweekly progress meetings.
  • Prepare and maintain Atkins HSE registers, e.g. training, induction, SEN, inspection reports, accident/Incident, and others as required.
  • Report any accident on site immediately to the Lead HSE engineer and RTL
  • Ensure the major issues are escalated to the Lead HSE engineer immediately.
  • Liaise with the Employer, Contractors and the Site Supervision Team and report status of safety issues.
  • Prepare regular weekly, monthly and other reports as required on safety matters for issue to the Employer and Project Manager.
  • Co-ordinate safety-related activities for Atkins team and mentor regularly.
  • Carry out inductions for Atkins site staff.



Project Interface

  • Inform Atkins RTL/STL of concerns on HSE on site that are not in compliance with the contract documents
  • Assist/support the site team and the respective RTL/STL with the implementation of health and safety management systems and operational health & safety procedures.
  • Assist with the external and internal HSE audits and work with the site team to resolve any non-conformance issues
  • Liaise with the project supervision team, coordinate and resolve any HSE issues of concern.
  • Assist in the site team in the external and internal audits to ensure the effective implementation of health, safety and environmental management systems and work with the site team for resolution of non-conformance issues.
  • Analyse current HSE trends occurring on site and provide recommendations for continuous improvement
  • Assist the site team by ensuring the contractors that the contractor closes out any adverse HSE issues they have raised.
  • Assist the RTL/STL to prepare weekly Progress & HSE meetings.
  • Prepare monthly HSE reports for project director and Lead HSE engineer.
  • Inform Lead HSE Engineer regularly on all aspects of HSE occurring on the project as per the requirements of the operational health & safety procedures.

Client Interface

  • Provide necessary HSE reports / recommendation as required by the Client for any project specific issues.
  • Attend meetings with Client (as required and requested by Atkins RTL/STL).

Contractor Interface

  • Daily inspect site with HSE team and othe rresponsible members of the construction team to identify hazards but ensure any risks are adequately controlled prior to leaving area.
  • Report on inspection findings via formal correspondence regularly
  • Attend weekly HSE meetings with the contractor

Design Office Interface

  • Identify and raise to the RTL/STL and Lead HSE engineer any HSE concerns regarding buildability and / or maintanability related to the design.

Functional Duties

  • Monitor performance of the Contractor / Sub-contractor and identify, raise any health, safety or environmental concerns with the RTL/STL or Lead HSE Engineer.
  • Review health, safety and environmental procedures and effectively implement HSE plans across the project.
  • Identify any particular site safety issues and bring to the notice of the contractor and RTL/STL.

Line Management / Administrative Duties

  • Update and maintain Atkins HSE project documents
  • Assist the project site team during internal, external and site surveillance audits.
  • Prepare and regularly submit HSE reports.

Experience/Requirements

  • Knowledge of safety of street works, utilities, ground works, electrical installations, building inspections, WAH, excavations, cable laying, fibre installation, fire safety, asbestos.
  • Middle East experience preferred
  • 7 Years relevant HSE experience
  • Previous experience in conducting HSE inspections and audits
  • Ability to be able to conduct HSE training
