Senior quantity surveyor

Our Houston team is growing! If you want to be a part of a successful global organization and have at least 7 years of experience as a Quantity Surveyor we would like to connect with you.

This role serves as the client’s main contact for providing quantity surveying services, including contract administration and negotiation, cost forecasting and estimates, procurement, quantity takeoffs, pricing and benchmarking research and maintains the project documents and files in an organized manner. Monitors project progress and provides guidance to junior staff.

Responsibilities

- Provide cradle to grave contracts administration. Review client RFP/RFQ solicitations to ensure compliance with applicable statutes, regulations, terms and conditions and complete clients’ representation/certification requirements.

- Assist in preparing contractual agreements to include subcontract/consultant agreements, nondisclosure agreements, teaming agreements, and joint venture agreements.

- Work with proposal teams in the planning and execution of new business price proposals, cost narratives and pricing strategies.

- Perform and coordinate price proposal reviews before submittal to the client. May assist in job set-up, funds tracking and reporting to the client.

- Perform and coordinate review of terms and conditions of new contracts and contract modifications.

- Perform and coordinate initial subcontract procurement and formation activities to include vendor solicitation, vendor audits for price and quality, and preparation of sole source selection justification.

- Analyze and monitor subcontractor performance; evaluate service/product offerings and specifications.

- Work with client contract managers and procurement specialists to resolve contractual matters.

- Support project managers with contract budgeting.

- Ensure all documentation is complete and accessible in company repository. This includes the contract and all pertinent sign off documentation and work papers.

- Assist with negotiating contract terms and conditions from the price proposal stage to project close out in accordance with applicable regulations and company policies.

- Provide advice on and interpretation of contract requirements.

- Ensure timely processing of technical reports and deliverables.

- Monitor scope creep and scope changes and request modifications as needed.

- Coordinate with program/project managers to ensure contract requirements are fulfilled.

- Assist in the development and compliance of internal contract administration policy.

- Maintain current knowledge of relevant contractual procedures and practices.

- Participate in special projects as needed.

- Reviews and issues cost reports to the construction team.

- Reviews the cash flow and issues, with the cost report, to the client’s finance/construction team.

- Reviews all change orders in accordance with the client’s approval process.

- Ensures all invoices are being processed by the cost team.

- Provides procurement services for the client where applicable for construction and engineering services, including preparing RFP and bid analysis.

- Where applicable, overviews and reports to the client on contractor buyout of subcontract bid packages.

- Leads the bi-weekly cost meetings to review procurement status and change order status with the contractors and engineering teams.

- Provides cost information on value engineering analysis.

- Carries out an earned value analysis of the project on a periodic basis.

- Reviews the contractors close out administration and ensures that they meet their contractual requirements.

- With minimal supervision and where necessary, assists the client with any cost information relating to legal issues due to nonperformance by the contractors or engineering services and mechanical liens etc.

- Analyzes blueprints and other documents and prepares detailed cost estimates. Performs accurate quantity takeoffs of available design documents

- Leads the development of conceptual and feasibility cost model estimates utilizing historic benchmarking information and industry experience in order to develop complete early stage cost estimate forecasting.

- Obtains accurate and up to date pricing information from databases, contractors, suppliers, etc. to utilize in estimates.

- Reviews inputted estimate takeoff information in CATO for specific disciplines in order to provide check to assess accuracy and suitability for project type and specific project requirements.

- Reviews and finalizes estimate unit cost pricing to reflect current market conditions and specific project logistics.

- Reviews historic benchmark cost information and highlights variances.

- Works with architects and engineers to develop clear understanding of project scope during preparation of estimate. Develops relationships with members of A/E firms and project team members.

- Prepares cost reconciliation between two or more estimates, and explain variance cost drivers.

- Manages, revises, and maintains status of the detailed project cost estimate/forecast to include all phases of project execution from design/engineering, material/equipment procurement and deliveries, construction contracts through start-up activities and closeout.

- Tracks and analyzes the project costs including budgets, commitments, actuals, accruals, and forecasts. Analysis includes forecast to budget and estimate, forecast to actuals, and contingency analysis.

- Participates in the development and improvement of project controls systems. Recommends improvements in systems, tools, and methods of project controls and project management.

- Establishes a project work breakdown structure in line with industry best practices.

- Assists in analyzing project control requirements as part of the bid review process to insure all cost control requirements are incorporated into individual contracts and purchase orders.

- Interacts with other project groups in relation to cost codes, purchase order commitments, change orders and sales tax issues as required and to ensure all accounting and regulatory compliance issues or guidelines are implemented.

- Assists in creating detailed project budgets from estimates and in the development of cash flow projections.

- Works with senior project management staff in managing the overall project cost control efforts.

- Works with scheduling staff to develop, manage, revise, and update integrated detailed project schedules including all phases of project execution.

- Assists in early identification of long lead items, resource constraints, and required project start dates.

- Manages key project indicators and project commercial reports.

- Manages internal job costing in relation to the fee and services to be provided, resources required and all project reporting including job number, Project Status Report (PSR) and other company reporting policies.

- Produces forecasts of total project costs, annual costs, and monthly cash flow costs and provides variance analysis and explanations.

- Assists in forecasting engineering and construction resource requirements.

- Assists in coordinating engineering and construction activities in conjunction with overall project schedule requirements. Incorporates engineering and construction contractor schedules into overall project schedules.

- Ensures all contract deliverables and deadlines are met.

- Performs such other duties as the Supervisor may from time to time deem necessary.

 

Requirements

-Bachelor’s degree in Construction, Quantity Surveying or a related field, plus seven years relevant experience

-Must be highly articulate, have clear and analytical approach to problem solving, and strong decision making abilities.

-Must have excellent communication and presentation skills.
-Must have strong skills in CATO, electronic quantity takeoff, and Primavera. Knowledge of typical estimating program functionality and related WBS is preferred.
-Requires knowledge of local construction market in area of operation including pricing conventions and trends.
-Requires ability to prepare conceptual cost model estimates from limited information using local historic cost information.
-Must thoroughly understand and utilize Information Technology in the performance of work including Internet, Intranet, Microsoft Windows OS, Adobe Acrobat, Microsoft Office Suite and Microsoft Project.
-A professional designation such as RICS, CCE, CCM, AIA, PE, ASPE, AACEI, CVS, AVS, LEED AP, RA, or any appraisal or real estate licensure is preferred
