Atkins seeks an energetic and highly motivated self-starter to join our team in New York, New York as a Senior Tolls Analyst.
 
The ideal candidate will have a background in engineering and/or revenue collection operations management as an engineer, systems manager or technical manager/analyst.
 
 
Education and Experience:
 
  • B.S. degree in Civil Engineering or another subject related to Toll Revenue Collection Business Operations / Systems (incl. Roadside and Back Office), such as Information Technology, Computer Science, Electrical Engineering, Transportation Planning, Business, Accounting, or Finance. Toll-related Master's degree / MBA can substitute for one year of experience.
  • This level may be achieved by candidates with ten (10) years’ experience since Bachelor's or nine (9) years since Master's. Relevant work experience would provide exposure to toll revenue collection operations, systems and sub-systems, including electronic payment, and/or intelligent transportation systems (ITS). Relevant technologies may include computer hardware & software, fiber-optic network design, video systems, electronic payment, or traffic management. Experience with tolling infrastructure is a plus.
  • Without a degree, a minimum of sixteen (16) years of relevant experience required.
     
 
Major Function/Role:
 
  • Under general direction, applies leadership and technical expertise in Toll Systems, Toll Revenue Operations and relevant toll-related Intelligent Transportation Systems (ITS) technology to: the investigation of, and arriving at appropriate solutions to operational needs and problems of toll systems; the coordination of Toll project activities; and the preparation of plans, reports and documentation.
  • Assignments require the investigation of a large number of variables and the development of novel solutions to Toll projects.
  • Carries out job functions within small, project-oriented, multidisciplinary teams of toll professionals and supports direct interaction with clients within the context of project meetings, design reviews, operations-related activities, and project production and deployment.
  • Major results expected include high-quality written, verbal and graphical deliverables in the form of technical reports, progress reports and other related documentation.
     
 


Job Duties:
 
  • Develops guidelines for the application of state-of-art Toll system technologies and Toll operations principles to programs and projects.
  • Develops Toll operational and system design concepts, analyses, and solutions to Toll problems, including requirements analysis, communication of concepts, and plans / requirements for new projects.
  • Recommends changes or improvements to plans and programs.
  • Evaluates alternative approaches, technology capabilities, previous experience with Toll system deployments, cost benefits, and client/regulatory agency specifications, and recommends cost-effective solutions.
  • Develops and agrees on outline deliverables. Delivers presentations, communicates concepts and deliverables to clients, and conducts quality control checks.
  • Writes reports, participates in presentations, discusses concepts and deliverables with clients, and participates in quality-control checks.
  • Prepares toll cost analyses. Audits and analyzes information that is generated from the toll lanes/roadside (toll equipment) and back office to troubleshoot issues.
  • Develops and analyzes business rules and procedures (roadside and back office) to optimize revenue collection and/or minimize negative customer impacts. Analyzes information that is generated from interoperable tolling systems to troubleshoot issues.
  • Manages and analyzes business rules and procedures for interagency agreements to optimize revenue collection and/or minimize negative customer impacts. Coordinates with various departments within the organization (both client and consultant staff) to complete approved recommendations, ensuring that all parties understand the proposed solution, document requirements accurately and execute the implementation plan in a timely manner.
  • May prepare monthly dashboard performance measure reports.
  • Supports preparation and monitoring of contract and subcontract documents.
  • Compiles data and prepares contract progress reports.
  • Supervises Toll team members.
  • May manage Toll efforts in one or multiple concurrent projects.
  • Performs such assignments and duties as the Supervisor may deem necessary from time to time.
     
 
Special Skills:
 
  • Experience in toll system (toll lane or back office) performance audits is a plus.
  • Position requires strong analytical ability and organizational skills.
  • Strong technical writing and communication skills essential, including ability to present concepts verbally.
  • Proven ability to lead analyst teams successfully. Completion of relevant Toll Training and Project Management Programs within the first 24 months of employment is highly desirable.
  • Position requires ability to deal effectively and harmoniously with people at all levels of the organization and to represent the firm professionally. Good interpersonal skills are essential to interact effectively.
  • Strong personal computer skills and proficiency in the use of Microsoft Office products, including Word, PowerPoint, Excel, and Access is required. SQL skills are desirable.
  • PMP certification is desirable.
