Atkins seeks an energetic and highly motivated self-starter to join Atkins in Orlando, FL as a Sr. Tolls Analyst supporting the Florida’s Turnpike Enterprise (FTE) General Engineering Consultant (GEC) Program, working as an “extension of staff” in the client’s office in Ocoee, FL (metro Orlando area). This position will provide career growth opportunities through management of FTE toll road, and express / managed lanes toll road revenue system projects.

The ideal candidate will have a background as an project engineer and project manager for development, integration, quality assurance and delivery of electronic toll collection system projects. A broad base of skills, capability and experience is desired in engineering, administration and communicating. Willingness to be a team player is a must.

MAJOR FUNCTION/ROLE

Individual would have responsibilities in four areas:

SLAM (Supplemental Lane Analysis Management) – Management, in-depth analysis, and project support for the Supplemental Lane Analysis Management (SLAM) team at Florida’s Turnpike Enterprise. Includes day to day staff management, review of results of analysis and project results, identification of areas of improvement and innovation.

TEC (Toll Equipment Contractor) Oversight – Support review of Toll Equipment Contractor deliverables as well as test results. This includes system design documents, business rules, and testing results (structured testing), as well as monitoring of production system performance.

SunTrax – Support various testing activities of production toll systems and new technologies at the FTE SunTrax test facility.

Video Toll Image Processing – Provide ongoing management, oversight and identification of improvement to video toll processing automated and manual plate reading solutions.

The Sr. Tolls Analyst reports to Atkins’ Tolls Program Manager and is involved in traditional electronic tolling, all-electronic tolling conversions, toll equipment lifecycle replacement, and express lanes projects state-wide. Serves as an extension of client staff, working on a daily basis with the agency’s offices.


JOB DUTIES
  • SLAM (Supplemental Lane Analysis Management):
  • Day-to-day management of SLAM staff
  • Identify areas for new analysis and report development.
  • Development of data queries.
  • Review of technical solutions (reports, queries, alerts, analysis) of SLAM team members.
  • SLAM task schedule/plan development and oversight.
  • Identification of improvements to operational systems and processes.
  • Determine priorities and optimal use of SLAM staff to maximize productivity.
  • Coordination with client (FTE) management.
  • TEC (Toll Equipment Contractor) Oversight:
  • Review design, test, business rule and maintenance documentation.
  • Oversee performance monitoring of production systems.
  • Determine report, alert and dashboard modifications needed for new TEC systems.
  • SunTrax:
  • Participate in, or lead (if so tasked) testing at SunTrax. This may include existing systems or new systems / components under evaluation.
  • Video Toll Image Processing:
  • Oversee Intrada Synergy Server Project. This is a third-party image processing automation product being integrated with existing back office software.
  • Monitor and maintain OCR (Optical Character Recognition) products. Existing OCR products being used for automated license plate reading must be monitored and maintained. This includes tracking for new license plate fonts and styles being introduced, automation performance, error performance.
  • Monitoring of manual image review processes and performance. This includes tracking of manual image review accuracy and false reject rates and optimizing these processes to improve performance and net revenue.
  • Performs other duties as required.

EDUCATION AND EXPERIENCE
  • Bachelor's degree required in field of practice, such as civil, electrical, systems engineering, information technology, business, accounting. Management coursework and/or MBA a plus.
  • Requires minimum of fifteen (15) years of engineering experience in toll systems.
  • Turnpike experience preferred but not mandatory.
  • General Engineering Consultant (GEC) experience is a plus.

SPECIAL SKILLS
  • Proficiency in advanced Excel techniques and SQL query development is required.
  • Software programming skills and experience is a plus, including Java, C++ and C#.
  • Experience with Power BI, Cognos BI, Tableau or other BI tools is a plus.
  • Knowledge and experience in toll system design, including lane, plaza and back office hardware and software processes is desired.
  • Knowledge of FDOT policies, procedures, and standards is desired.
  • Proven collaborative leadership with effective interpersonal and partnering skills.
  • Strong written, oral and listening communication skills in English; good public speaking ability.
  • Excellent analytical, problem-solving, and decision-making skills; organizational and time management skills.
  • Strong project and schedule management skills.
  • Proficiency in Microsoft personal computer applications such as Word, Excel, PowerPoint, and Project; Working knowledge of SharePoint and other project management / production support systems.
