Atkins seeks an experienced Senior Traffic Engineer to join our Statewide Traffic Operations Center Team (STOC) team onsite at the NCDOT’s statewide traffic operations center.

Major Function/Role: 
  • Under limited direction, applies traffic engineering knowledge, leadership and experience in specialty area. The areas of services include: 
  • Serve as a manager to lead the daily operations of the STOC engineers, technicians and interns.
  • Serve as a Subject Matter Expert (SME) leveraging engineering and traffic operations experience to enhance operational services.
  • Serve as trusted advisor working closely with NCDOT, the STOC team and agency stakeholders to identify and implement solutions to support operations, technology, efficiency and safety initiatives.
Job Duties: 
  • Primary responsibilities would include, but are not limited to:
  • Plan and coordinate with STOC team floor staff to manage traffic flow around incident scene by deploying appropriate ITS devices.
  • Support emergency operation center (EOC) activations. This may include being activated to an on-call status, providing support to operations, and working various shifts should an emergency arises. 
  • Provide planning and engineering support to aid the integration of new technologies and practices, to include signal timing and optimization, ramp meter implementations, and integrated corridor management (ICM).
  • Generate reports using data from the operational systems in the control room. Will be required to present project findings to stakeholders and at industry meetings.
  • Make recommendations for the improvement of freeway facilities based on engineering reports.
  • Provide technical advice to the regions Intelligent Transportation Systems (ITS) design.
  • Communicate with software engineers and programmers on STOC software enhancements, maintenance, and development.
  • Observe and analyze traffic flow and operational conditions via available ITS devices.
  • Review deployment plans and specification for ITS devices; develop project level traffic forecasts; and participate in TSM&O strategy sessions.
  • Perform and supervise operational and traffic engineering analysis and prepares engineering reports.
  • Developing project level traffic forecasts.
  • Preparing written reports and presentations of project findings.
  • Communicating directly with client and other project stakeholders.
  • Perform site reviews at both current and future locations.


Education & Experience:
  • B.S. degree in Civil Engineering or an ITS-related subject such as Computer Science or Electrical Engineering, plus five years’ relevant traffic engineering experience providing exposure to ITS technologies, TOC operations, Traffic Incident Management, Emergency Management, information and communication technologies.

Special Skills:
  • Demonstrate excellent technical and interpersonal skills; good public speaking and persuasive ability; strong project financial management skills; and strong organization and time management skills. 
  • Demonstrate a clear understanding of intelligent transportation systems (ITS) design, deployment and operations.
  • Be available to be on-call when the need arises.
  • Be available to work weekends, day, evening, night, and any shift when an emergency arises.
  • Must be willing to work in a fast paced, dynamic environment; will be required to work extended hours in case of emergency operations event. 
  • Possesses specific expertise to the extent that the individual is regarded as one of the project's experts in a specific discipline.
  • Experience with traffic analysis software (TransModeler, Synchro, HCS, Sidra, VISSIM, CORSIM, etc).
  •  Operate various ITS systems such as ramp meters, DMS, ATMS, CCTV, and network servers that run these systems.
  • Experience with traffic forecasting procedures.
  • Experience with travel demand modeling using TransCAD.
  • Signal design, signal timing, signal plan development and/or traffic control experience
