Atkins seeks an energetic and highly motivated self-starter to join our Calverton, MD or Alexandria, VA Water Resource Group as a
Senior Water Resources/ Drainage Engineer.


MAJOR FUNCTION/ROLE

This is a great opportunity to lead a water resources/drainage team primarily on major Design and/or Design Build transportation infrastructure pursuits and projects, as well as other local and regional water resources design projects. This person will lead a team of engineering and design staff, including subconsultants, in completion of drainage, erosion and sediment control, and stormwater management planning, design, permitting, and post-construction management efforts. This individual must be competent in performing water resources engineering work and demonstrate a broad knowledge of hydrologic/hydraulic analysis and design methods. The ideal candidate is familiar with design and permitting requirements relating to delivery of transportation infrastructure projects.


JOB DUTIES

The immediate role involves support of major D/B transportation infrastructure (Purple Line Light Rail Transit project), including leading the water resources team in urban drainage design, hydrologic analysis and hydraulic design of major drainage structures and bridge crossings, and erosion and sediment control (ESC) and stormwater management (SWM) permitting with local and state regulatory and review agencies, including Montgomery County, Prince George’s County, MDOT, MD SHA, and MDE.

Leads, plans, schedules, conducts or coordinates all phases of the water resource/drainage engineering work. Is able to define resourcing needs, including subconsultants, based upon project schedules.

Performs engineering design and/or reviews the design and drafting work of engineers, designers or drafters, as well as perform inter-disciplinary reviews.

Works with external clients at progress meetings and throughout project to meet client needs, project schedules, goals and deadlines.

Reviews cost and staff-hour estimates, job budgets and schedules and provides the same for change orders. Manages work efforts to align with project budgets.

Prepares or oversees the preparation of final plans and reports and submits them for approval, as well as signs and seals the same as Responsible Engineer.

During construction: responds to requests for information, is innovative and able to identify workable solutions to construction related issues, reviews shop drawings, and is able to assess whether construction elements are in compliance with permitting requirements.

Is compliant with company quality control procedures; quality control reviews must occur at requisite milestones and/or phases of project work

Coordinates work with other engineers and professionals within and outside own discipline, and with support services staff, including subconsultants to achieve project success.

May perform other duties as the supervisor may from time to time deem necessary.

 



EDUCATION AND EXPERIENCE

B.S. or M.S. in Civil Engineering (preferably with a focus in Water Resources). At least 7 years of experience since B.S. or 5 years of experience since M.S. is required, 10+ years is desired.


SPECIAL SKILLS

Strong technical writing, computer, communication and organization/planning skills are required.

Must possess design and client interaction experience with DOTs and state environmental review and regulatory agencies, preferably Maryland Department of Transportation (MDOT) and State Highway Administration (SHA) and Maryland Department of the Environment (MDE).

Experience with ESC and SWM design and permitting in the Chesapeake Bay region is required, and experience with the same with Montgomery County and Prince George’s County permitting experience is preferred.

Experience and familiarity with the following programs is required: ArcGIS, HEC-HMS, HEC-RAS, FlowMaster, as well as TR-20 and HY-8. Experience with MicroStation, InRoads, and Blue Beam is desirable.


PROFESSIONAL REGISTRATIONS

P.E. license in Maryland is required, or ability to achieve MD PE within 3 months of hire. Current NCEES record and multiple state PEs suffice as evidence of latter.
