Signalling Construction Manager

Objectives

• Accountable to the Construction Operations Manager for the development (commercial and activity), planning, management and subsequent undertaking of potential and awarded projects.
• Overall responsibility of project site works associated with the signalling construction group ensuring this is being undertaken and achieved in a safe and timely manner and to the level of quality required.
• The management of project signalling construction teams ensuring an integrated approach is undertaken in line with company and industry standards.
• Undertake necessary surveillance as required to ensure safety and quality processes are maintained and to identify improvements.
• Production of Implementation and other signalling strategy documents as appropriate, together with input into Project Plans and other discipline documentation.
• Undertake review and identify impact of change.
• Establish as required risk assessments and other safety documentation to ensure and maintain the site safety requirement.
• Establish and maintain training development strategies for individual staff, taking into consideration business objectives.


Principle Activities

• Co-operate with quality, safety and environmental objectives and contribute, where appropriate, to Atkins Rail commitment for continual improvement.
• Author, or Check or Authorise as appropriate required working documents for all identified signalling construction project activities in a clear and concise manner.
• Organise, and brief as necessary, all staff and sub-contract activities as necessary.
• Overall responsibility for ensuring recording of overall achievement against plan for project progress.


Main Tasks and Responsibilities

• Develop and work to programs and all other identified safety, quality and environmental plans for projects.
• Develop as required and provide all necessary information for reports as required for project reports.
• Ensure compliance with all Atkins Rail policies and standards especially those relating to control and progress of projects.
Call on the advise / assistance of Senior Managers, Engineers and others as required.
• Manage staff and sub-contractors on site to ensure they meet the required standards and do not compromise Atkins Rail activities.


Qualifications and Experience

• Engineering qualifications and /or signalling construction experience desirable.
• Training and experience of project management.
• IOSH Certificated Safety Management Course or equivalent.
• Knowledge and experience of the rail industry and associated rules and regulations.
• Ability to communicate effectively with the workforce and other staff managers.
• Motivator and leader with strong sense of responsibility.

Quality, Safety and Environment Information

Atkins Rail provides a fully comprehensive legislation, quality, safety and environment standards information service via its electronic Intranet facility available to all staff. Safety Libraries at each major office location provide a further information source. Where appropriate to the duties performed, individuals will be issued with a personalised Network Rail Rule Book.

Personal Protective Equipment (PPE)

If you work ‘On or Near the Line’ you are issued with high visibility clothing, safety footwear and a hard hat. Other PPE will be issued to enable compliance with control measures detailed in risk assessment of the task(s) to be performed. It is your responsibility to wear or use PPE appropriate to the task being performed and to check that it is fit for purpose prior to each use.

Safety Critical Work

The following competencies in connection with track safety activities are defined as safety critical. Associated activities may be allocated to individuals within this role profile where appropriate certification and assessment in accordance with Client requirements is established.

All safety critical work activities require compliance with the Atkins Rail Business Management Procedure ‘Safety Critical Work’.

A Safety Critical Work Identification Card’ is required for any of the above track safety activities. These are issued by the Safety Training Manager upon notification of details in accordance with Business Management procedures.

Quality, Safety and Environmental Responsibilities

• Manage work activities to enable Atkins Rail to meet its legal and contractual safety responsibilities.
• Be aware and prepare as required risk assessment documentation to include into project plans/ method statements and brief and implement identified control measures.
• Check that staff and sub-contractors receive induction training, hold current certification and are competent to undertake their duties. Report non compliances to the appropriate manager / company.
• Author, or Check, or Authorise safety critical documentation (RIMINI, Method Statement / Workplan etc).
• Report health, safety and environmental accidents / incidents through Atkins Rail reporting process. Assist with investigations as required.
• Comply with Atkins Rail Drug and Alcohol Policy and monitor performance of staff and sub-contractors.
• Adhere to the Atkins Rail Working Time Arrangements by reporting, prior to the event, any likely infringement.
• Attend safety meetings and briefings. Disseminate information to staff and sub-contractors under your control in a timely manner and pass feedback to your appropriate manager.
• Check that PPE and other safety equipment issued to staff is fit for purpose. Record issues and monitor use, storage and inspection.
• Be aware of, and check as required arrangements for fire evacuation / prevention and first aid.
• Using prescribed management check sheets / lists undertake assessment of staff performance and competency.
• Using prescribed management check sheets / lists undertake assessment of plant and equipment prior to use. Check that operators are certificated and competent.
• Co-operate with audits and conduct safety inspections.


This role may require security clearance and offers of employment will be dependent on obtaining the relevant level of clearance. If this is necessary it will be discussed with you at interview.
