Site Based Systems Manager

Main purpose of the role is to manage the provision of IT and industrial control systems (‘Site Based Services’ – SBS)  to be distributed to site locations across the M25 DBFO’s road network including major fixed installations like tunnels with SCADA systems, pump stations, automated signs, cctv etc.

Work with existing teams to capture, record and maintain full details of existing services, systems, configuration and performance.
Establish processes and procedures necessary for management of all SBS in line with ITIL management framework, ISO27001, ISO 22301, legal and contract requirements and specific Codes of Connection.
Review current provisions and assess current and future strategic needs.
Produce a Best Value Whole Life SBS Strategy which will include consideration of safety, technical, security and resilience, whole service life, permanent staff & specialist supplier and commercial and risk perspectives.
Implement the approved Best Value Whole Life SBS Strategy including the Management of associated change.
Maintain ongoing service delivery and continual improvement whilst retaining flexibility to incorporate emerging technologies and Client driven changes.
The role is one that will evolve over time. Initially technical expertise and understanding will be the dominant skill set; over time a strategic appreciation, procurement, supply chain and Change management will come to the fore, followed by solution optimisation and a flexible approach to improvement and Client led service change.
The main stages and responsiblities are envisaged as follows:
Stage 1 – Assess and implement controls
Work with existing teams to capture, record and maintain full details of existing services, systems, configuration and performance.
Establish processes and procedures necessary for management of all SBS in line with ITIL management framework, ISO27001, ISO 22301, legal and contract requirements and specific Codes of Connection.
Stage 2 – Develop Best Value Whole Life SBS Strategy
Assess current and future strategic needs.
Compare with existing provisions and identify ‘gaps’ and ‘overlaps’
Produce a Best Value Whole Life SBS Strategy which will include consideration of safety, technical, security and resilience, whole service life, permanent staff & specialist supplier and commercial and risk perspectives.
Present strategy to Senior Management Team and gain approval.
Stage 3 – Manage transition to Best Value Whole Life SBS Strategy delivery
Internal Team building.
Procurement – Design, Implementation, Maintenance.
Implement Management systems, processes and procedures to govern contract and good practice delivery.
Complete full system and configuration documentation and maintain Change control.
Demonstrate achievement of standards through performance measurement and audit.
Stage 4- Continual Improvement, through ongoing review of system performance and emerging technologies, improve performance against or update Best Value Whole Life Strategy.
Incorporate changes to facilitate improvement (as above) and as instructed by HE whilst maintaining service perfomance, security and continuity.

We are looking for an individual with proven experience of the following:
•Business needs analysis and development of Best Value Whole Life Strategy
•Change management (technical and organisational)
•Management of the procurement of and delivery by specialist designers and suppliers incl. for safety critical systems for tunnels (~SIL2) or equivalent environments
•Secure network design and management in line with industry best practice
•Management of Security and Resilience within ISO27001/22301 or equivalent environments
•Working with Operational Teams  who are dependent on system functionality
•Managing system maintenance teams  (patching, renewal and the like) whilst minimising impact on system performance / availability
•Full drivers License
•Flexible approach to work and be available to work over evenings and weekends
•Flexibility to work across all M25DBFO sites
•Commitment to great customer service standards
•Must demonstrate a high degree of self-motivation
•Strong Communication skills, both written and verbal

As part of our 30-year remit to manage and improve the capital’s orbital motorway network, we deliver major improvement projects, such widening 38 miles of the M25, refurbishing tunnels and bridges, and installing hundreds of variable messaging signs and gantries, helping to maximise the use of the network and deliver more reliable journeys. We also manage the Dartford River crossing, and operate and maintain 440 kilometres of motorway providing our customer and road user with a world-class highway service.
