SNC-Lavalin Atkins business seeks an energetic and highly motivated self-starter to join our team in Orlando, Florida as a Specifications and Estimates Coordinator supporting the Florida's Turnpike Enterprise (FTE) General Engineering Consultant (GEC) Program, working as an "extension of staff" in the client's office in Ocoee, FL (metro Orlando area). This position will provide career growth opportunities through coordination and reviews of FTE toll road and infrastructure projects.

 

The ideal candidate will have a background with specifications and plans reviews for DOT highway projects. A broad base of skills, capability and experience is desired in engineering, administration and communicating. Willingness to be a team player is a must.

MAJOR FUNCTION/ROLE
 

Serves as GEC Specifications and Estimates Coordinator for the client's Engineering Group and will coordinate with other consultants and Atkins staff, as well as provide support to the client's staff on numerous types of design/construction projects related primarily to limited access highway and toll facilities.

 

Performs biddability reviews of Contract Documents and specifications development for planning and production projects.

 

Collaborates with Client Management in Planning, Production, Construction, Tolls, and program/project stakeholders.

 
 
JOB DUTIES
 
  • Conducts quality assurance reviews of consultant prepared Contract Documents and ensures they are completed in accordance with procedures, standards, policies, and guidelines as set by the Florida Department of Transportation (FDOT) and Federal Highway Administration (FHWA).   Reviews responsibilities will include, but not be limited to: Identify plan notes and pay item notes that are redundant or conflict with the Standard Specifications and that do not follow FDOT Basis of Estimates Manual (BOE) usage guidelines.
  • Reviews applicable phase submittals to ensure plans include all necessary pay items and pay item quantities reflective of scope of work shown in plans to develop a complete and accurate cost estimate.
  • Reviews applicable phase submittals to ensure pay item Summary Boxes, and Tabulation of Quantities Boxes are shown in plans in accordance with BOE guidelines.
  • Ensures pay items which include BOE detail flags have been addressed appropriately.
  • Provides review comments in Electronic Review Comments System (ERC) for discrepancies found during review process.
  • Reviews and processes Technical Special Provisions (TSPs), Modified Special Provisions (MSPs), Developmental Specifications, and alternative contracting method approval requests. Ensures proper incorporation into Contract Documents in accordance with the FDOT Specifications Handbook and procedures.
  • Provides computer aided technical support and oral/written guidance to other units including, but not limited to, the District Design, District Maintenance, District Construction, District Environmental, and Legal Office representatives in the delivery of Plans, Specifications and Estimates (PS&E) Packages which meet the requirements of established Department procedures. Assists others to ensure all items required to develop Contract Plans Packages are complete and accurate.
  • Ensures information related to the development of PS&E related Contract Documents is processed and forwarded to meet established deadlines, along with maintaining an accurate logging system of project delivery completion and milestone dates.  Evaluates and performs quality control reviews of Production Submittal of Contract Documents to ensure compliance with FDOT policies and procedures prior to forwarding to the appropriate contracting office for letting.  Coordinates with necessary client staff to ensure items required to develop the Contract Documents are complete and accurate.  Reviews and verifies corrections have been made to submittals.
  • Coordinates the request, approval, and provision of current and new pay item numbers, as needed, for Department designers, consultant designers, and utility owners.  Coordinates with appropriate client staff on pay item requests and resolution of pay item issues on projects.
  • Coordinates with the client on development and review of relevant Blanket Modified Special Provisions. Assists with ensuring specification updates are incorporated into FDOT applications.
  • Coordinates with Central Office Specifications and Central Office Estimates on application issues and recommended enhancements.
  • Stays informed of changes to FDOT design criteria, procedures, policies, and guidelines as set forth by FDOT and FHWA with special emphasis on Specifications and Estimates disciplines as it relates to transportation projects.  Actively participates in the Standard Specifications development process by reviewing specifications posted on 'Industry Review' and coordinating comments with the client's Specifications office.
  • Performs other duties as required.
 
 


EDUCATION AND EXPERIENCE
 
  • Bachelor's degree in Civil Engineering required.
  • Requires minimum of eight (8) years engineering experience in project production and technical professional activities; five (5) years working in the area of specifications development and plans review. Experience with toll facility/limited access projects is a plus.
  • Typical incumbent will have 8-10 years of experience.
  • General Engineering Consultant (GEC) experience is a plus.
 
 
SPECIAL SKILLS
 
  • Ability to analyze and interpret engineering data
  • Thorough knowledge of construction plans development process, construction techniques and methods
  • Ability to acquire data for reports and prepare reports
  • Effective written, oral and listening communication skills in English
  • Ability to manage and review information systems documentation and provide comments to the client
  • Ability to identify needs so the client may develop and present effective training
  • Ability to plan, organize, coordinate and perform multiple work assignments based on established priorities and meet deadlines
  • Ability to read, interpret, understand and apply applicable rules, regulations, policies, and procedures
  • Knowledge of design pay items, specifications and historical bid unit cost data
  • Knowledge of reading and interpreting engineering plans and specification packages for accuracy and quality while simultaneously identifying conflicts between plans and specifications
  • Knowledge of the Standard Specifications, Technical Special Provisions, Supplemental and Developmental Specifications standards and practices used by FDOT for construction contracts 
  • Proficiency in Microsoft personal computer applications such as Word, Excel, PowerPoint, and Outlook; working knowledge of SharePoint and other project management / production support systems.
  • Knowledge of FDOT policies, procedures, and standards.
 
 
PROFESSIONAL REGISTRATIONS
 

Professional Engineer Registration in the State of Florida is required, or if registered in another state, the ability to obtain registration in the State of Florida within six (6) months. In lieu of Professional Registration a minimum of 20 years of experience in specifications development and construction plans reviews for the DOT industry.
