SNC-Lavalin Atkins Public & Private Group seeks an energetic, highly-motivated engineer with a proven ability to manage complex municipal transportation, water infrastructure or construction management projects to join our Business Unit in Austin, TX as a Senior Municipal Project Manager.


MAJOR FUNCTION/ROLE
Under directions, provides professional and project management expertise in the direction of highly unconventional projects requiring multiple technical units and/or subcontractors, heavy regulatory agency involvement or extremely complex technical requirements. Projects typically involve high levels of regulatory agency involvement or very complex technical requirements. Typical projects might include construction management engagements, significant design-build or design-build-operate-maintain undertakings, major and unique structures, major water or wastewater treatment facilities, etc. Functions as mentor to project managers and technical professionals to assist in their training and development. Also performs the basic project functions of production coordination, planning, organizing, directing, controlling, financial management and marketing.


JOB DUTIES
  • Strong background with TxDOT design criteria and procedures. 
  • Design/build project experience a must.
  • Ability to develop designs using Microstation & GeoPak. 
  • Experience working on design teams to produce transportation projects.
  • Desire and willingness to be a team player and actively participate in a team-driven culture. 
  • Participate as an active member of design teams producing transportation projects.
  • Participate in detailed designs of highway and roadway projects. 
  • Coordinate with other project engineers and CAD Designers on QA/QC of designs and plans.
  • Contribute to a competitive team of engineers and designers working to deliver signature projects in support of safe and effective transportation of people and goods in our cities, towns and communities.
  • Assists project staff in developing work plans; reviews and approves schedules, budgets, project milestone dates, and work products.
  • Oversees financial performance of projects; assists project staff in identifying potential problems to ensure remedial actions are promptly taken to avoid financial losses and client dissatisfaction. Monitors and enforces compliance with established quality control standards, ensuring that appropriate quality assurance activities are being performed throughout the project. 
  • Reviews QC plans and periodic QA compliance audits. 
  • Assists assigned project staff in facilitating work sharing with other operating units. 
  • Secures resource support from other operating units.
  • Establishes work sharing commitments and negotiates outsourcing budgets with technical managers.


EDUCATION AND EXPERIENCE
  • Bachelor’s degree in field of practice (preferably Civil Engineering). Management coursework and/or MBA a plus.
  • This level may be achieved with ten years of experience in project production and technical professional activities, four of these working as a project manager. 


SPECIAL SKILLS
  • Experience with transportation schematic, PS&E, construction management, and water infrastructure are highly preferred.
  • Excellent technical and interpersonal skills, public speaking and persuasive ability; very strong financial management, team management, and leadership skills. 
  • Ability to manage and coordinate efforts of various projects to produce budgeted profits and overall results.
  • Possesses specific expertise to the extent that the individual is regarded as a regional or potentially national expert in a specific discipline, contract delivery method, particular type of project, planning process, design method, or modeling technique. Personal computer proficiency is required.

 
PROFESSIONAL REGISTRATIONS
  • P.E. is required (preferably Texas). 
  • Certification as a “Project Management Professional” (PMP) or “Certified Construction Manager” (CCM) required within one year of assuming this position.
