SNC-Lavalin Atkins business seeks a Sr Project Controls Engineer to join the nuclear team in Oak Ridge, TN.


JOB SUMMARY


Project Controls Engineer shall assist the Project Office in performing construction subproject project controls oversight and integration.

JOB DUTIES/TASKS/RESPONSIBILITIES

  • Perform construction subproject project controls oversight and integration.
  • Developing monthly status reports
  • Integrating the USACE and BNI schedules and performing schedule analysis
  • Analyzing BNI and USACE costs
  • Reviewing subproject trends and baseline change proposals
  • Reviewing CPRs at work package level to track performance over time
  • Reviewing and analyzing the Contractor's Monthly Report and associated Variance Analysis Report for validation and/or correction of cost and schedule performance
  • Review and assess UPO business management systems, processes, procedures and performance infrastructure to ensure effective subproject performance
  • Conduct independent analyses of cost and schedule information and project control systems and processes, including the Earned Value Management System
  • Perform tasks above through (but not limited to) interviews, document reviews, engagement with contractor and Federal staff, including meetings, planning sessions, reporting activities, etc. based on description provided above
  • Document results in an appropriate form in accordance with UPO procedures and as requested by the FPD and federal staff. Appropriate forms may include letters, presentations, white papers, assessment reports, comment/resolution matrices and/or others as specified by the FPD. When a report form is defined, the final report will be a written report documenting the review process, conclusions and recommendations for areas reviewed
  • Work performed under this task may require the contractor and its personnel to gain access to classified and restricted DOE/NNSA data, systems, and facilities. For this reason, the contractor personnel may be required to obtain and maintain and possess a DOE/NNSA Q Clearance.


MINIMUM EDUCATION, EXPERIENCE AND CERTIFICATION REQUIREMENTS

  • Bachelor's degree required; preferred in engineering, business administration, accounting or finance
  • PE is preferred

REQUIRED EXPERIENCE 

  • Demonstrate at least 15 years of experience in project controls and earned value management.
  • Experience with technologies and systems expected to be used in UPF is a plus.
  • Experience working within the Dept of Energy Complex
  • Experience with project controls and reporting systems in use at UPF or other DOE projects is a plus Knowledge and experience of uranium processing
  • Extensive working-level knowledge of P6 is required.


PREFERRED EXPERIENCE

  • Previous work experience with CloudEVM is preferred
  • Demonstrate extensive experience in their discipline
  • Direct work or oversight experience on large construction contracts is preferred
  • Advanced degree
  • PMP certification 


REQUIRED AND DESIRED SKILLS

  •  Must be able to interface with government program representatives on high-level technical and project issues.
  • Ability to successfully make quick decisions and meet goals while working under severe time constraints
  • Demonstrated ability to be creative with a keen attention to details
  • Strong communication skills
  • Advanced computer skills, including the use of process equipment design software and Microsoft Office
  • Detailed knowledge in functional discipline and its practical application
  • Detailed knowledge of industry codes and regulations
