Atkins in the Middle East now employs around 2,000 staff serving Gulf clients across all market sectors from offices in Abu Dhabi, Al Ain, Doha, Dubai, Jeddah, Kuwait City, Manama, Muscat, Riyadh, and Sharjah.

Working on a range of Projects in Riyadh, this role is to coordinate and manage the process of Authority Approvals on behalf of the Employer and Programme Manager.

The successful candidate should have significant experience in the permitting process, dealing with authorities and be able to add significant value through being able to facilitate necessary planning and design approvals to progress the development. 

Key responsibilities include:

1. Undertakes duties as assigned by the Director and Lead the Stakeholder Management Unit.

2. Responsible for developing Stakeholder relationships, fostering community relationships and supporting senior management as a face of Atkins.

3. Understands Atkins competitive advantages in order to find innovative and strategic ways for the company to create new business opportunities through the ongoing interaction with the stakeholders.

4. Manages all stakeholders to the highest levels in an organized and systematic manner including all relevant authorities.

5. Establishes the stakeholder(s) management strategy and register, and updates as required and monitors implementation.

6. Manages stakeholder outreach initiatives, dialogue and other forms of engagement to understand key common interests.

7. Proactively build strategic alliances and coalitions with key constituency groups whose work is aligned with Atkins priorities.

8. Prepares periodic high level program progress presentations/dashboards to the stakeholder executive to assure continuous engagement whenever needed.  

9. Represents the Client /Atkins’s interests by providing full support and guidance on all matters related to permitting & approvals for projects.

10. Maintains thorough knowledge of planning processes required to coordinate with the Authorities and government entities for clarifications, justifications and permitting by statutory authorities.

11. Engages with the stakeholders to identify and analyze issues and communicate information to appropriate stakeholders.

12. Manages Design Managers & Directors with the overall permitting process.

13. Engages with Project Directors and Design Managers in planning & developing permitting strategies for projects and facilitate risks mitigations tools to avoid project delays. 

14. Ensures managers deliver required documents on schedule and in accordance with Authorities’ requirements, guidelines & standard specification.

15. Develops Engagement capabilities within Atkins to improve business practices and help drive business unit strategy.

16. Educates and links different groups and functions in company. Build stakeholder engagement capacity internally.

17. Proactively monitors projects program-wide so that any potential planning delays are identified early and a planned course of action is taken to mitigate delays. 

18. Notifies the client of any potential risks in the permitting process that could impact the schedule and update status via dashboards periodically

Requirements:

• Bachelor’s Degree from an accredited University
• Minimum of 10 years’ experience
• 3 years of experience in KSA in similar roles
• Experience in working with construction and/or engineering companies
• The successful candidate should be a native Arabic speaker with fluent spoken and written English.
