Atkins is currently seeking a highly motivated self-starter to join our Oak Ridge Energy Team as a Subcontracts Administrator.


Job Description:

The Subcontracts Administrator, verifies requirements and available budget, develops sources, issues Requests for Proposal (RFPs), conducts fact-finding, evaluation and negotiation, as necessary, awards subcontracts, tracks and reports supplier progress, tracks deliverables, monitors invoices/payments and resolves problems and issues for the procurement of assigned products and services.

Reviews and understands complex procurements requiring unique specifications, Statements of Work, detailed schedules and special terms and conditions in addition to standard documentation.

Procures and administers purchase orders and subcontracts for goods and services, as requested from Project personnel and maintains records for same per established procedures, filing, etc.

Maintains database of subcontractor rates and insurance certificates.

Assists Procurement Manager in day-to-day implementation of Procurement Manual and procedures.

Supports the execution of Integrated Safety Management System (ISMS) guiding principles and core functions and the Isotek Safety Culture.

Perform other duties as assigned.

Job Requirements:

Proficient in Microsoft Office.

Strong communication, verbal and written skills.

Excellent organizational skills and attention to detail.

Working knowledge of Federal Acquisition Regulations, Department of Energy Acquisition Regulations, and Uniform Commercial Code.

Demonstrated proficiency in source selection, solicitation, evaluation, negotiation, and supplier management for complex multi-phased, multi-year procurements.



Baccalaureate in business, accounting or related field.

Minimum 5 years’ experience in subcontracts or procurement and buying.

Oracle experience preferred.
