SNC-Lavalin Atkins business seeks an energetic and highly motivated self-starter to join our Austin, TX Transportation Group as a Utility Project Manager.


MAJOR FUNCTION/ROLE

The Utility Project Manager in the Austin office will provide Utility Coordination, Subsurface Utility Engineering, and Project Management services to our clients. The position will be based in Austin, Texas, but responsible territory will be the state of Texas with opportunities to expand to other states.


JOB DUTIES
  • The Utility Project Manager’s responsibilities will include all aspects of Utility Coordination, Subsurface Utility Engineering, and Project Management services.
  • Managing and developing personnel.
  • Assist in developing uniform processes, procedures, systems, methods, and standards for project delivery.
  • Marketing existing and potential clients.
  • Developing and maintaining relationships with internal and external clients.
  • Contribute and engage in the utility industry including participation in relevant conferences and technical committees.
  • Work may involve management and coordination of large or complex projects involving significant billings, heavy regulatory agency involvement and unique management requirements and/or client needs.
Typical Utility Coordination duties will include:
  • Identification of existing utilities.
  • Establishing contact and rapport with the utility companies.
  • Conducting utility coordination meetings.
  • Preparing Reimbursable Utility Agreement packages.
  • Managing Non-reimbursable utility adjustments for TxDOT projects.
  • Overseeing staff in the preparation of Reimbursable Utility Agreement packages.
  • Reviewing plans and estimates to evaluate compliance with guidelines, rules and regulations.
  • Determining eligibility and betterment ratios; preparing documents required by 23 CFR Section 645.
  • Conducting meetings with individual utility companies.
  • Conducting on-site field visits.
  • Working with major utility companies.
  • Working with federal agencies, state agencies and municipalities.
Typical Subsurface Utility Engineering duties will include:
  • Direct the collection and depiction of all levels SUE information in accordance with CI/ASCE 38-02.
  • Interface with designers and various stakeholders to determine needs and provide expert recommendations.
  • Identify utility owners and facilities.
  • Obtaining existing utility information from various sources.
  • Direct technical, field personnel, and subcontractors in the appropriate surface geophysical methods to designate subsurface utilities.
  • Resolve differences between QL-A, QL-B, QL-C, and QL- D information.
  • Develop conflict matrixes showing all possible utility conflicts.
  • Organize and facilitate meetings with utility companies to discuss possible conflicts.
  • Direct and oversee the development of QL-A test holes and data sheets.
  • Oversee the production of deliverables for utility information including; CADD files, GIS files.
  • Signed and Sealed Plan and Profile sheets, Signed and Sealed Test Hole Data Sheets.
  • Collect and store information in asset management databases.
  • Work with utility companies, one-call centers, and contractors.
Typical Project Management duties will include:
  • Coordinate and participates in contract negotiations with clients and subcontractors.
  • Draft complex professional service agreements, arranging for their review and execution by senior management.
  • Direct project team compliance with contract terms.
  • Monitor subcontractors' progress, performance and compliance with contractual commitments.
  • Participate in contract dispute resolution and litigation concerning project performance, administration and other liability issues.
  • Review and approve sub consultant and vendor invoices and resolve payment disputes.
  • Develop, communicate and manage project quality assurance, administrative procedures, communication guidelines, project deliverable formats and specifications, and progress reporting requirements.
  • Monitor schedules, billings and reports.
  • Identify new business opportunities for the firm.
  • Coordinate and participates in project presentations to clients and other external groups, and promotes firm's capabilities, marketing its services among existing and prospective clients.
  • Participate in project opportunity evaluation, consultant selection, and in the preparation of firm's qualification/experience statements.
  • Coordinate communications between internal and external associates and client, and between firm and regulatory agencies.
  • Maintain frequent contact with clients and regulatory agency personnel to determine their respective needs and requirements, and serves as expert witness at project hearings and judicial proceedings if necessary.
  • Supervise other project managers, technical professionals and other design staff including managing project workload and manpower forecasting.
  • Conduct project management training workshops and serves as mentor to associate project managers and project managers.
  • Monitor and reports financial status of projects to technical managers.


EDUCATION AND EXPERIENCE
  • Bachelor's degree in field(s) of practice. Graduate degree desirable. 
  • Management coursework and/or MBA a plus.
  • This level may be achieved with 8 years experience in project production and technical professional activities, two of these working as a Sr. Technical Professional.



SPECIAL SKILLS
  • Strong interpersonal skills; good public speaking ability; strong project financial management skills; knowledge of production support systems and personal computer proficiency.


PROFESSIONAL REGISTRATIONS
  • Licensed Professional Engineer in the State of Texas required.


ADDITIONAL REQUIREMENTS
  • Must have five years’ experience as a Utility Coordinator or in management of Utility coordination activities.
  • TxDOT and Municipal Utility Coordination experience a plus.
