Atkins seeks an energetic and highly motivated self-starter to join our Miami, FL Construction Management Group as a Water & Sewer Construction Engineer.


MAJOR FUNCTION/ROLE

Under general direction, provides technical expertise to the direction of the firm's construction services program activities at one or various project sites. Responsible for the administration and observation of construction activities to determine if the quality of the work performed by the contractor meets clients' needs and governmental requirements, and conforms substantially with plans and specifications. Represents the firm to the construction project group and has ultimate responsibility for the firm's performance on the project. 
NOTE: Incumbents do not supervise any contractor's activities and are not responsible for job site safety; this title is to be used only for personnel with engineering degree/license, or in FDOT contracts or states where state regulations do not disallow the use of the 'Engineer' designation for non-engineers.


JOB DUTIES
  • Work involves planning, coordination and problem solving on a variety of construction engineering projects involving several disciplines, multiple contractors and/or regulatory agencies.
  • Ability to communicate / collaborate with the multiple stakeholders on a water & sewer construction project, including client, A/E, Contractor, Permitting Agencies and the general public.
  • Assume required construction management responsibilities, including field quality assurance and contract administration.
  • Plans and organizes the administration and coordination of construction observation and reporting activities.
  • Directs subordinate internal staff involved in the observation, testing and sampling of construction materials, observation of construction work, and documentation of plan revisions and work progress.
  • Is responsible for reporting project cost and quality control activities to client.
  • Provides financial management of construction office operations, monitoring costs and expenses, approving and dispersing funds, and coordinating accounting and cost allocation.
  • Coordinates construction monitoring with client program manager to resolve problems, disputes and scheduling of work, and to prepare contract changes and supplemental agreements.
  • Performs such other duties as the supervisor may from time to time deem necessary.


EDUCATION AND EXPERIENCE
  • Bachelor's degree in Civil Engineering or equivalent.
  • Ten years experience with Bachelor's in a combination of engineering design and construction/construction observation activities, including management and supervision of field personnel.
  • Twenty years experience without degree.
  • Extensive experience with underground utility installations, primarily including water and sewer piping, as well as experience with sewer pump stations is required.
  • Experience with water and sewer plants is not necessary but is a plus.


SPECIAL SKILLS
  • Strong interpersonal skills; good public speaking ability; strong project financial management skills; knowledge of production support systems and personal computer proficiency.


PROFESSIONAL REGISTRATIONS
  • Professional Registration is required.


ADDITIONAL REQUIREMENTS
  • Must have at least 10 years of construction experience with at least 5 of those years being involved with the construction of water and sewer pipe and pump station installations.
