Atkins seeks an energetic and highly motivated self-starter to join our East US Water Resource Group as a Water Resources Technical Manager. This position could be based in one of our hub offices located in Alexandria, VA; Atlanta, GA; Orlando, Miami, or Tampa, FL.


MAJOR FUNCTION/ROLE

The major function of this role is to assist in providing staff leadership, recruitment, and retention; effective staff resource management and allocation; supporting major proposal capture; improving technical delivery efficiency and digital delivery capability; providing technical authority oversight, and coordinating at a regional and national level. Major focus areas are Washington DC, Raleigh, NC, Atlanta, GA, Tampa/Orlando, Ft Lauderdale/Miami FL. The candidate will also serve as Senior PM or PM in the effective management and technical delivery of key projects or provide oversight as a Technical Authority. Areas of technical focus may include FEMA/CTP floodplain mapping and modeling, watershed masterplanning and modeling, water quality, gray and green infrastructure planning and design, integrated water management, and detailed hydrologic and hydraulic analysis design. The role will support both traditional and alternate delivery methods.


JOB DUTIES

  • Leads and/or assists in hiring and developing staff in key markets; assists in resourcing major pursuits and projects. 
  • Drive digital delivery and thought leadership in Water Resources. 
  • Supports and/or performs highly advanced engineering work, which can involve solutions to highly complex and challenging technical problems that require major technological advances which may open the way for research and development, or involving management and coordination of usually large of complex projects, heavy regulatory agency involvement, or unique management requirements and/or client needs.
  • Analyzes projects and makes cost-effective design recommendations, monitors design approaches and makes final design decisions. 
  • Provides consultation and advice throughout the company on matters within area of expertise. 
  • Monitors adequacy of resource allocation and actively manages to optimize.
  • Monitors budget conformance. 
  • Actively serves in quality control capacity. 
  • Actively engages in recruiting support and staff retention efforts.
  • Markets company services. 
  • Conducts technical training workshops and serves as mentor to less experienced engineers and other technical professionals. 
  • May function as the senior project manager or project manager for routine to semi-complex projects. Responsibilities may include marketing, negotiating contracts, budgeting, financial management, schedule coordination and resources allocation. 
  • Performs such other duties as the supervisor may from time to time deem necessary.




EDUCATION AND EXPERIENCE

  • B.S. or M.S. in Engineering. M.S. or graduate level technical coursework preferred. This level may be achieved by Engineers with fifteen years experience since Bachelor's or fourteen years since Master's. Typical incumbent has 20+ years of experience.



SPECIAL SKILLS

  • Strong persuasive ability, technical writing and communications skills are expected at this level, proven through technical presentations, technical papers and/or participation in technical committees. May be eligible for project management training
  • This is a unique opportunity given Atkins national water structure and offers the ability to get involved in projects across the US as well as to coordinate internationally. A major plus is a diverse water background, the ability to collaborate with a wide variety of staff, and business acumen.



PROFESSIONAL REGISTRATIONS

  • P.E. license is required.

Ability to process paper/electronic documents and utilize computer equipment; ability to communicate clearly both orally and in writing; ability to visit project sites if necessary. Job also requires ability to plan, prioritize and review project plans and documents, evaluate alternatives, and devise appropriate solutions.
