Reporting to the Logistics & Export Control Manager, the Export-Import Permit Coordinator is responsible for the implementation of CANDU’s export-import control and licensing programs with Canada GAC, CNSC and any other intergovernmental agencies in Canada as related to the Company’s exports and imports permits and licenses required for the transfer of controlled nuclear equipment, parts, and technical data/technology.

This role will be based in Mississauga, ON.

Your role within the Team:

  • Client-driven subject matter expert in the field of export-import control and licensing on behalf of a global nuclear company.
  • Established CANDU’s export-import control and licensing programs with Canada GAC, CNSC and other intergovernmental agencies in Canada related to the Company’s exports and imports permits and licenses required for the transfer of controlled nuclear equipment, parts, and technical data/technology.
  • Ensures all controlled goods and technology are being transferred under valid permits and licenses issued by Global Affairs Canada and CNSC.
  • Tracked all expired, valid, and planned permit and licenses at the Company. Creates an alert system for near expiring documentation to ensure continuity of coverage.
  • Establishes an internal Export Control program and service centre responsible for all information intake, assessment, application compilation, submission, tracking and enforcement.
  • Coordinates with internal, inter-company and third party (Vendor) personnel and project management groups, as well as other technical stakeholders, to ensure the accuracy and compliance of the submissions to GAC and CNSC on behalf of Company.
  • Ensures compliant End Use declarations are in place for all applicable transfers of technology and goods that are controlled and subject to multilateral agreements controls and required regulations.
  • Establishes an internally focused educational and awareness campaign regarding all matters Export-Import Control related with the view of promoting the program, answering questions from key stakeholders.
  • Remains abreast of all amendments to policies related to international trade compliance regulations pertaining to the export and import of controlled nuclear goods and technology to and from Canada classified under GAC’s Export Control List regulation, and CNSC Schedule.
  • Responsible for all reporting (internal and external) of Company’s export permit control and import/export licensing activities.
  • Oversees the end-to-end compilation, development and submission and granting of the Export Permit Application for Nuclear Controlled goods and technology to Global Affairs Canada using the online EXCOL system up to the confirmation of submission and follow up of process progress up to the approval status.
  • Establishes and manages the day-to-day internal service program at Candu responsible for all matters related to export control permits & CNSC export /import  licenses, associated reporting, establishing FAQs and precedent libraries, availability of (internal) online document repository management, intake and close out processes and all other related functions to a well-established service centre for Candu employees.

  • KNOWLEDGE, SKILLS, AND ABILITIES
    • Demonstrable experience and knowledge working with Canadian export control and CNSC licensing processes for nuclear controlled goods and technology.
    • Strong analytical skills with the ability to cross reference and interpret the applicable regulations and legislation with the situational fact base the internal customer is presenting.
    • Must possess character, integrity, and the ability to deal effectively with cross functional stakeholders.
    • Must have the ability to work independently and possess effective communication skills (written and spoken).
    • Has a “client-driven” mindset with the capacity to engage clearly and concisely as an Export Control SME at all levels of the organization.
    • Collaborator able to work seamless in both functional -hierarchical organization lines as well in multi -countries matrix created organization within the Atkins Realis group of companies.
    • Proficiency in Microsoft suite of programs and knowledge of the EXCOL submission platform on the GAC website.
  • REQUIRED EDUCATION  / QUALFICATIONS / LICENCES / CERTIFICATIONS
  • Post-Secondary education preferred.
