Senior Cost Engineer

CDI is currently seeking a Senior Cost Engineer to join the nuclear team in Plymouth, MA.

Opportunity to join CDI and the project team at the early stages of a Nuclear Decommissioning Major Project and develop a position as a central enabling member of the team. The project mobilization is in the early stages, giving the successful candidate the chance to be part of the growth of the team and project as it moves into rapid decommissioning of a shuttered Nuclear Power Station.

ESTIMATING RESPONSIBILITIES

• Prepares cost estimates for decommissioning projects using contractor experience, production rates, and quantity data.
  
• Evaluates scope change orders and negotiates settlements.
  
• May assist field construction manager in contract administration duties.
  
• Must research, review and analyze data or pricing to assist company in material, service, and labor costing / estimating.
  
• Estimates resource requirements (cost, labor, or material) to activities and work packages.
  
• Support lifecycle decommissioning planning efforts with the review of design documents, examination of site conditions, and interaction with site staff or contractors.
  
• Identifies schedule logic and constraints affecting estimated or forecast costs.
  
• Develops realistic activity durations based on production rates, estimated material quantities, and manpower based on discussion with task owners.

COST ENGINEERING RESPONSIBILITIES

• Assists in creating and managing detailed project budgets.
  
• Administers project cost codes and tracks and reports project commitments, actuals, accruals, and tax liabilities.
  
• Tracks purchase order commitments, change orders, and spend. Reconciles subcontractor statements and prepares end of month accrual entries documentation.
  
• Generates reports and performance indicators monitoring earned value, project performance, cashflow, resource histograms, and costs across the project lifecycle.
  
• Resolves project schedule, resource planning, and financial issues.
  
• Reforecasts remaining project costs utilizing performance factors and analyzes potential impacts. Identifies adverse trends based on project performance.
  
• Collaborates with CDI Corporate Finance and joint-venture parent company personnel to support revenue recognition, future loss analysis, and resolution of any unbilled costs.
  
• Ensures all accounting and regulatory compliance issues or guidelines are implemented, including company policies, Generally Accepted Accounting Principles, and Sarbanes-Oxley requirements.
  
• Performs such other duties as Project Controls Manager deems necessary.

REQUIREMENTS

• Bachelor’s degree in Accounting, Finance, Construction, Quantity Surveying, Engineering, or a related field is preferred.
  
• 7+ years of relevant experience in both cost engineering and/or estimating roles
  
• Must have strong understanding of CPM (Critical Path Method) concepts and calculations
  
• Must be able to obtain and maintain Unescorted Access at a US Commercial Nuclear Facility, including Fitness for Duty testing
  
• Ability to integrate into a small team, engage direct with the client team, and continue to build upon the existing friendly and energized environment in the project team.
• Flexibility to respond to changing and conflicting priorities.
  
• Desire to join a new business and growing team at the start of its journey.
  
• Effective written and oral communication skills.
  
• Tact, diplomacy, trust and discretion in handling sensitive and confidential information.
  
• Strong organizational and time management skills to work independently and prioritize workload during peak periods.
  
• Ability to identify and implement actions without being continuously directed.
  
• Not afraid to ask questions when unsure

COMPUTER SKILLS

• Proficiency in Oracle Primavera P6 strongly preferred.
  
• Experience with a major Accounting or ERP system with the knowledge to learn and utilize Company’s selected system required.
  
• Thorough understanding of Microsoft Windows and Microsoft Office Suite required.
  
• Experience with SharePoint strongly preferred.
